Approve Agreement with Aqua-Serv Engineers, Inc., for maintenance and unexpected repairs of the water treatment and soft water treatment systems, in the amount of $1,245,000, for the period of July 1, 2024 through June 30, 2029.

FINANCIAL IMPACT

Approval of the item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $1,245,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2024-25 recommended budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The recommended agreement with Aqua-Serv Engineers, Inc. (Aqua-Serv) will allow Aqua-Serv to conduct maintenance and respond to unexpected repairs of ARMC’s water treatment and soft water treatment systems to ensure boilers, chillers, colling towers, and related systems are maintained for optimal efficiency and regulatory compliance. These services keep the internal parts of the chillers and boilers operating properly through the balance of chemicals injected into the system.

 

ARMC recommends the approval of this agreement as these systems are vital to hospital operations and patient comfort and support the quality of care provided at ARMC to county resident patients. The Agreement may be terminated by either party upon a 30 days’ written notice.

 

PROCUREMENT

The County Administrative Office approved and authorized the release of Request For Proposal (RFP) No. ARMC123-ARMC-4862 on March 14, 2023 to solicit proposals from interested and qualified vendors to provide maintenance and unexpected repairs of the water treatment and soft water treatment systems. The RFP was posted on the County’s Electronic Procurement Network (ePro).

 

Three proposals were received by the established deadline in response to the RFP. Proposals from the three vendors listed below met the minimum requirements and continued through the evaluation process.

The evaluation committee reviewed and evaluated the proposals based on the criteria released in the RFP. The criteria included: Qualifications and Experience, Scope and Administrative Capacity, Reference, and Cost.

 

Based on the evaluation criteria, the evaluation committee determined Aqua-Serv best met the needs of ARMC and is being recommended for award to provide full-service preventative maintenance of ARMC’s water systems, soft water systems, steam boiler water treatment, condensing water systems, hot and cold-water loops, deionization exchange, cleaning of cooling towers, and the provision of all chemicals, and water reports. The vendors not recommended for contract award were notified by email and advised of the opportunity to submit a formal written protest based on the criteria in the RFP. No protest letter was received by the deadline.
