Approve travel and related expenses in an amount not to exceed $2,801, for six San Bernardino County Behavioral Health Commissioners to attend the 2022 Southern Region Student Wellness Conference in Palm Desert, California, from July 11, 2022 through July 13, 2022.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The total estimated cost will not exceed $2,801 for the six San Bernardino County Behavioral Health Commissioners to attend the 2022 Southern Region Student Wellness Conference and is funded by 1991 Realignment. Registration for this event is paid for under an existing Memorandum of Understanding between the Department of Behavioral Health (DBH) and San Bernardino County Superintendent of Schools. Adequate appropriation and revenue will be included in DBH’s 2022-23 recommended budget.

BACKGROUND INFORMATION
The Southern Region Student Wellness Conference is a three-day event hosted by San Bernardino County Superintendent of Schools, in coordination with DBH, designed to empower mental health professionals, administrators, educators, and school law enforcement to create positive change on school campuses.
DBH is responsible for providing mental health and/or substance use disorder services to San Bernardino County residents who are experiencing major mental illness and/or substance use disorders. An integral part of the service delivery consists of working with the Behavioral Health Commission (Commission) to improve services and enhance opportunities for the achievement of well-being.
The Board of Supervisors (Board) established the Commission in 1968, as provided for in Part 2 (Short-Doyle Act), Chapter 1, Section 5604(a) of the California Welfare and Institutions Code. The Commission’s purpose is to advocate for consumers, families, and San Bernardino County residents in the design and funding of behavioral health programs, and to advise the Board and the Director of DBH on aspects of local behavioral health programs. Per County Code 13.0618, expenses of board, commissions, and committee members (non-employees) on County business shall be paid by the County upon prior Board of Supervisors’ approval.
Throughout the year, Commissioners attend and participate in various State and County events to share best practices as well as bring back innovative ideas to incorporate into the County’s behavioral health system of care. Attendance at the 2022 Southern Region Student Wellness Conference will allow the Commissioners to gain valuable insight on collaborative efforts among schools and behavioral health providers, as well as the opportunity to engage in support networks. Topics include health education, health services, physical education and physical activity, nutrition environment and services, family engagement and community involvement, employee wellness, physical environment counseling, psychological and social services, and emotional climate.
