Recommendation

Approve and accept Amendment No. 1 to County Contract No. 22-1017, from the California Department of Public Health for Epidemiology and Laboratory Capacity Strengthening Hospital Acquired Infections/Antimicrobial Resistance Program funding, to support expansion of antimicrobial resistance surveillance to enhance testing capacity, increasing the allocation by $56,598, from $122,000 to $178,598, and retroactively extending the period to expend the funding from August 1, 2021 through July 31, 2026.

FINANCIAL IMPACT

This item will not result in the use of Discretionary General Funding (Net County Cost). Amendment No. 1 to Contract No. 22-1017 (Contract) with the California Department of Public Health (CDPH) Epidemiology and Laboratory Capacity Strengthening Hospital Acquired Infections/Antimicrobial Resistance Program (ELC SHARP) increases the total contract amount by $56,598, from $122,000 to $178,598, and extends the total contract period to August 1, 2021 through July 31, 2026. This award does not require a local match. The Department of Public Health (DPH) will use the additional funding to purchase reagents and supplies. Adequate appropriation and revenue have been included in DPH’s 2024-25 budget and will be included in the 2025-26 recommended budget.

 

BACKGROUND INFORMATION

CDPH provides ELC SHARP funding to local public health laboratories to support expansion of antimicrobial resistance surveillance and enhance testing capacity for healthcare-associated infections. Antimicrobial-resistant infections have increasingly been identified in local hospitals, skilled nursing facilities, and long-term acute care facilities. DPH collaborates with these facilities to increase patient screening for antimicrobial-resistant pathogens.

 

On May 24, 2022, the County Administrative Office authorized the submission of an application to CDPH for ELG SHARP funds.

 

On October 25, 2022 (Item No.60), the Board of Supervisors approved the awarded allocation and Contract with CDPH, in the amount of $122,000, for the period of June 1, 2022 through July 31, 2024.

 

On April 11, 2025, DPH received Amendment No. 1 to the Contract from CDPH, increasing the total contract amount by $56,598, from $122,000 to $178,598, and extending the total contract period to August 1, 2021 through July 31, 2026. CDPH is extending the original grant period by reallocating residual funds to participating agencies.

 

In 2024-25, DPH continued to receive reimbursement for ELC SHARP-aligned activities performed during the original Contract period. The extended date has been approved by CDPH, and retroactively since the expiration of the Contract, as DPH has maintained its testing capacity and activities. Approval of this item would allow DPH to receive reimbursement and support for its continued efforts to prevent and surveil antimicrobial-resistant infections.
