RECOMMENDATION(S)

Recommendation

Adopt Ordinance to amend the San Bernardino County Code relating to emergency services organization, which was introduced on March 25, 2025, Item No. 74.

FINANCIAL IMPACT

The Adoption of the Ordinance will not result in the use of Discretionary General Funding (Net County Cost), as these updates to the County Code (Code) are non-financial in nature.

 

BACKGROUND INFORMATION

The Ordinance will update the Code to ensure proper management of the County in the event of an emergency and was introduced to the Board of Supervisors on March 25, 2025, Item No. 74.  The revisions to the Code include an updated definition of emergency to better align with Government Code section 8558.  Other revisions include the following updates:  the position that will serve as the Director of Emergency Services in the absence of the Chief Executive Officer; the titles and members of the Disaster Council; who will serve as the Disaster Council Chairperson in the absence of the Chief Executive Officer; and increases to the potential fine, from $500 to $1,000 for violations, including but not limited to, interfering when an individual who is enforcing a law issued under the emergency services code sections or performing his or her duties.
