Recommendation
Terminate the Local Emergency Proclamation within San Bernardino County related to the 2024 February Extreme Weather Event, that was initially proclaimed by the Director of Emergency Services on February 4, 2024, and ratified by the Board of Supervisors on February 6, 2024.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as there is no cost or financial impact associated with the termination of this local emergency.
BACKGROUND INFORMATION
On February 4, 2024, the National Weather Service issued an extreme weather warning for the County. This event warned of conditions of peril to the safety of persons and property within the county from extreme weather, including snow, rain, mudslides, debris runoff and flooding. On February 4, 2024, the Governor proclaimed a State of Emergency for eight counties, including this County, as the incoming storm began impacting the state.
Due to the extensive anticipated damage resulting from this storm event, the Chief Executive Officer, while serving as the Director of Emergency Services, proclaimed the existence of a local emergency on February 4, 2024. The potential impact of this event resulted in the need for the County to take actions, measures, and steps deemed necessary to assure the safety and welfare of county residents and property. The County incurred costs from staff overtime and purchases of emergency protective supplies and equipment.
Pursuant to Government Code section 8630(c), the Board shall review the need for continuing the local emergency at least once every 60 days until the Board terminates the local emergency. The last time this item was reviewed by the Board was on February 6, 2024 (Item No. 67). The local emergency related to the 2024 February Extreme Weather Event no longer exists within the County. Therefore, this item is recommending the Board to terminate the local emergency.
