Recommendation
1. Conduct a public hearing to obtain citizen comments on the proposed substantial amendment to the Program Year 2021-2022 United States Department of Housing and Urban Development Annual Action Plan, with adjustments to include creation of a new project entitled Twentynine Palms: Improvements to the Multipurpose Center.
2. Approve Substantial Amendment to Program Year 2021-2022 United States Housing and Urban Development Annual Action Plan and direct Community Development and Housing Director to transmit Program Year 2021-2022 United States Department of Housing and Urban Development Annual Action Plan to the United States Department of Housing and Urban Development within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of any Discretionary General Funding (Net County Cost). As part of the Program Year 2021-2022 United States Department of Housing and Urban Development (HUD) Annual Action Plan, the City of Twentynine Palms (City) was allocated Community Development Block Grant (CDBG) funds in the amount of $150,000, of which the City is requesting to reallocate $85,000 in project savings to fund a new proposed project: Twentynine Palms: Improvements to the Multipurpose Center. This project is funded through HUD via the CDBG program. There are no new funding opportunities associated with this item. Sufficient appropriation and revenue for this has been included in the Community Development and Housing (CDH) 2021-22 budget (621-2480) and will be included in future recommended budgets.
BACKGROUND INFORMATION
Under San Bernardino County’s (County) current HUD Citizen Participation Plan, a Substantial Amendment to the County’s HUD Annual Action Plan is required when significant revisions to a currently or previously approved document occur. From time to time, it may be necessary for the County to process a Substantial Amendment to change the use of federal funds from one eligible activity to another (e.g., new activity, significant budget adjustments, and/or activity cancellation).
This Substantial Amendment to the Action Plan will:
• Reallocate $85,000 of the original allocation of $150,000 in CDBG funds within the City’s allocation, due to project savings from a design and engineering project that did not require the use of all of the funds.
• Create a new project in the middle of a Plan year with the project savings of $85,000 called Twentynine Palms: Improvements to the Multipurpose Center with CDBG funding.
Citizen Participation
Any proposed amendment that is considered a Substantial Amendment is subject to the full Citizen Participation process, requires formal action by the Board of Supervisors (Board), and approval from HUD. Typically, the County must conduct a 30-day public comment period and public hearing, receive formal action by the Board, and approval from HUD.
To meet these requirements, the County published a public notice in the following publications: Big Bear Grizzly, Daily Press, Hi-Desert Star, Inland Valley Daily Bulletin, La Prensa Hispana, and The Sun. The County also posted notices and supporting documentation on the County’s website at <https://sbcountycdha.com>. The public comment period began February 11, 2022, and will conclude once all comments are received at the March 15, 2022 Board meeting. Any comments received during the public hearing will be considered and included in the County’s Substantial Amendment submittal to HUD.
