RECOMMENDATION(S)
Recommendation
1. Approve the unbudgeted fixed asset purchase of three vehicles in a total amount not to exceed $283,740 for Chino Airport Maintenance and Operations.
2. Approve the unbudgeted fixed asset purchase of one Foreign Object Debris/Razor Mark 2 Duplex Sweeper Assembly in an amount not to exceed $10,500 for Barstow-Dagget Airport.
3. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments to the Department of Airports 2023-24 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of the recommendations will not result in the use of Discretionary General Funding (Net County Cost). The Department of Airports (Department) will fund the purchase of three vehicles for Chino Airport with existing appropriation in 54504050 Vehicles ($65,000) and the use of Available Reserves from the Airports Reserve Fund (2182) in the amount of $218,740 for the total cost of $283,740. Additionally, the Department will initially fund the purchase of a Foreign Object Debris (FOD)/Razor Mark 2 Duplex Sweeper Assembly (FOD Sweeper) with use of Available Reserves from the Airports Reserve Fund (2182) in the amount not to exceed $10,500. Upon completion of the purchase, the Department will be reimbursed with the available Federal Aviation Administration (FAA) CARES Act Airport Grant 2020.
Approval of this recommendation authorizes the Auditor/Controller/Treasurer/Tax Collector to post the following adjustments to the Department’s 2023-24 budget:

BACKGROUND INFORMATION
Approval of Recommendation No. 1 will authorize the purchase of three vehicles, consisting of one Ford F450 Chassis 4X4 Super Duty Regular Cab 169” Wide Body ($71,265.77) and two Ford F250 4X4 ($59,275 per F250), for Chino Airport maintenance and operations use. Each vehicle will require aftermarket upgrades, which includes a lights package, radio, and lift gate (Fleet Kit). The Fleet Kit estimate for each vehicle is $31,308. The total cost of all three vehicles with aftermarket upgrades is an amount not to exceed $283,740. These vehicles will be replacing one Ford F450 Dump Truck, Year 2000 and two Ford F350, Years 2007 and 2009.
Approval of Recommendation of No. 2 will authorize the purchase of one FOD Sweeper in an amount not to exceed $10,500. The FOD Sweeper is equipment critical to maintaining clean and debris-free airfield surfaces. This equipment will replace an aged Broce Broom (1999) and update the technology used by Airports to maintain the Barstow-Daggett airfield.
Approval of Recommendation No. 3 authorize the Auditor-Controller/Treasurer/Tax Collector to adjust appropriation and revenue as detailed in the Financial Impact Section.
Pursuant to County Policy No. 11-04 and 11-04 SP2, the approval of the San Bernardino County (County) Board of Supervisor (Board) is required for the purchase of unbudgeted fixed assets with a unit value more than $10,000.
Purchase orders must be issued on or prior to December 31, 2023 to secure the current pricing. As a result, the Department requests the Board’s approval of a midyear budget adjustment.
PROCUREMENT
In accordance with County Policy 11-04, the vehicles were competitively bid through the County’s Fleet Department and the FOD Sweeper will be competitively bid by the Department.
