RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of San Bernardino County, approve Amendment No. 1 to Agreement No. 22-105 between San Bernardino County and the San Bernardino County Fire Protection District, for the transfer of American Rescue Plan Act of 2021 funds, on a reimbursement basis, to the San Bernardino County Fire Protection District for costs associated with the Emergency Communication Nurse System, extending the term for an additional two-years, for a total term of February 8, 2022 through December 31, 2026, with no change to the amount of $2,100,000.
2. Acting as the governing body of the San Bernardino County Fire Protection District:
a. Approve Amendment No. 1 to Agreement No. 22-105 between San Bernardino County and the San Bernardino County Fire Protection District, for the transfer of American Rescue Plan Act of 2021 funds, on a reimbursement basis, to the San Bernardino County Fire Protection District for costs associated with the Emergency Communication Nurse System, extending the term for an additional two-years, for a total term of February 8, 2022 through December 31, 2026, with no change to the amount of $2,100,000.
b. Approve Amendment No. 1 to Agreement No. 22-106 between the San Bernardino County Fire Protection District and the Consolidated Fire Agencies, extending the term for an additional two-years, for a new total contract period from February 8, 2022 through December 31, 2026, for the transfer of American Rescue Plan Act of 2021 funds, on a reimbursement basis, from the San Bernardino County Fire Protection District to the Consolidated Fire Agencies for costs incurred by the Consolidated Fire Agencies, for costs associated with the Emergency Communication Nurse System, with no change to the amount of $2,100,000.

FINANCIAL IMPACT
Approval of these actions will not require the use of Discretionary General Funding (Net County Cost) as the entire $2,100,000 aggregate costs pertaining to the agreements will be funded through a portion of the San Bernardino County’s (County) American Rescue Plan Act of 2021 (ARPA) Coronavirus Local Fiscal Recovery Fund (CLFRF) allocation approved by the Board of Supervisors on June 8, 2021 (Item No. 121).
BACKGROUND INFORMATION
On February 8, 2022 (Item No. 69), the Board of Supervisors and the San Bernardino County Fire Protection District’s (SBCFPD) Board of Directors (collectively the “Board”), approved Agreement No. 22-105 between the County and SBCFPD, and Agreement No. 22-106 between SBCFPD and the Consolidated Fire Agencies (CONFIRE) for the ARPA CLFRF fund allocation to SBCFPD on an ongoing costs on a reimbursement basis, as listed in Exhibit A of these agreements, for the Emergency Communication Nurse System (Nurse Triage Program).
CONFIRE is the regional provider of fire and emergency medical dispatch and communications services in the County, and the continued use of ARPA CLFRF will enable CONFIRE and SBCFPD to sustain the Nurse Triage Program’s capability for response to the public health emergencies by providing the following benefits:
• Decreased hospital Emergency Department volume to enable hospitals to accommodate the surge during the flu season.
• Effective standardized clinical nursing assessments that lead to the most appropriate care for each low-acuity patient as well as establishing safe, efficient and effective uses of other EMS and community health resources.
• Decreased ambulance transports per year.
• Decreased hospital ambulance visits.
Approval of Amendment No. 1 to both Agreement No. 22-105 and Agreement No. 22-106 will extend the terms for an additional two-years, from December 31, 2024, to December 31, 2026, to allow for additional time to expend the funds. All other terms of the agreements remain unchanged.
