2.                     Approve the appointment of Diana Alexander to the Executive Committee of the Community Corrections Partnership.

This item will not result in the use of any Discretionary General Funding (Net County Cost), as it is non-financial in nature. 

 

BACKGROUND INFORMATION

The California Community Corrections Performance Incentive Act of 2009 (Senate Bill 678) created a 14 member Community Corrections Partnership (CCP) established in Penal Code section 1230.  Assembly Bills 109 (Chapter 15, Statutes of 2011) and 117 (Chapter 39, Statutes of 2011) expanded the role of the CCP and created an Executive Committee, which is comprised of various CCP members.  The Public Safety Realignment Act transferred responsibility for supervising specified inmates and parolees from State prison and parole to county jails and probation departments.  The principal purpose of the CCP is to develop and modify, as needed, an ‘Implementation Plan’ that represents a countywide programming plan for the realigned population. 

 

CCP Membership

Pursuant to Penal Code section 1230, the membership of the CCP includes the following:  1) the Chief Probation Officer (Chair); 2) the Presiding Judge of the Superior Court, or his or her designee; 3) a county supervisor or the chief administrative officer for the county or a designee of the board of supervisors;  4) the District Attorney;  5) the Public Defender;  6) the Sheriff;  7) a Chief of Police; 8) the head of the county department of Social Services;  9) the head of the county department of Mental Health; 10) the head of the county department of Employment; 11) the head of the county Alcohol and Substance Abuse programs; 12) the head of the county Office of Education; 13) a representative from a community-based organization with experience in successfully providing rehabilitative services to persons who have been convicted of a criminal offense; and 14) an individual who represents the interests of victims.

 

Appointment of Matthew Erickson to the CCP will fulfill the role of the member representing a county supervisor or chief administrative officer or a designee of the board of supervisors for the county. 

 

CCP Executive Committee Membership

Pursuant to Penal Code section 1230.1, the membership of the CCP Executive Committee is comprised of the Chief Probation Officer as Chair, a Chief of Police, the Sheriff, the District Attorney, the Public Defender, the Presiding Judge of the Superior Court, and one of the following:  head of Department of Social Services, head of Department of Mental Health, or head of Alcohol and Substance Abuse Programs, as appointed by the Board of Supervisors.

 

Diana Alexander, Assistant Executive Officer, Department Operations, is recommended to be appointed by the Board of Supervisors to the CCP Executive Committee as the head of the Department of Social Services.
