Recommendation
Approve Agreement with OSO Home Care Pharmacy, for in-home infusion products and related services, in an amount not to exceed $500,000, for the contract period of July 1, 2025 through June 30, 2030.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The not-to-exceed cost of $500,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and or replacement of the Affordable Care Act. Adequate appropriation and revenue will be included in the Arrowhead Regional Medical Center (ARMC) 2025-26 recommended budget and future recommended budgets.
BACKGROUND INFORMATION
The Home Care Pharmacy agreement (Agreement) with OSO Home Care Pharmacy (OSO) will allow ARMC to provide in-home infusion products and related services for patients who have been discharged from the hospital. OSO will dispense, deliver, and administer infusion products to the patient in the home, as well as provide patients with education regarding their medications, and provide training on any pharmaceutical related equipment. At ARMC’s request, OSO will also provide the services of a California licensed, registered nurse, in good standing with the California Board of Registered Nursing, for any patient receiving in-home infusion products. OSO must maintain valid applicable licensure, accreditation and certification necessary to supply pharmaceuticals and perform pharmacy services.
ARMC recommends approval of the Agreement to provide for the safety, health and safety service needs of County residents by ensuring the supply of pharmaceutical products and services for patients who have been discharged from the hospital but require in-home infusion services.
PROCUREMENT
The County Administrative Office approved and authorized the release of Request for Proposals (RFP) No. ARMC125-ARMC-5635 on October 25, 2024. The RFP was posted on the County’s Electronic Procurement Network (ePro).
One proposal was received by the established deadline in response to the RFP from OSO Home Care Pharmacy, with a total five-year estimated cost of $500,000. OSO Home Care Pharmacy is located at 17175 Gillette Avenue, Irvine, CA 92614.
Based on the evaluation criteria, the ARMC Case Management Department determined that ARMC should proceed with contract negotiations. OSO has the experience, licenses, service plan, and competitive pricing to meet the demands of ARMC. Therefore, ARMC recommends the award of the Agreement to OSO.
The Purchasing Department supports this competitive procurement based on the solicitation mentioned above.
