RECOMMENDATION(S)
Recommendation
1. Accept and approve grant award agreement (Grant Award Agreement No. 23-10339) from the California Department of Public Health for the Supplemental Nutrition Assistance Program-Education in the amount of $12,449,082, for the period of October 1, 2023 through September 30, 2026.
2. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to accept and execute any subsequent non-substantive amendments in relation to the Supplemental Nutrition Assistance Program-Education (Grant Award Agreement No. 23-10339), on behalf of the County, subject to review by County Counsel.
3. Direct the Director of the Department of Public Health to transmit all non-substantive amendments in relation to the Supplemental Nutrition Assistance Program-Education (Grant Award Agreement No. 23-10339), to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant award agreement in the amount of $12,449,082 from the California Department of Public Health (CDPH) for the Supplemental Nutrition Assistance Program-Education (SNAP-Ed) funding does not require a match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
CDPH provides SNAP-Ed funding for nutrition education and obesity prevention activities and intervention for low-income Californians with the goal of promoting healthy eating habits and a physically active lifestyle for the prevention of nutrition-related chronic diseases. DPH has received SNAP-Ed funding since 1995.
As required by CDPH, DPH utilizes SNAP-Ed funds to collaborate and subcontract with other entities within San Bernardino County to improve nutritional status and prevent obesity among San Bernardino County’s low-income population. DPH will continue to provide SNAP-Ed services including individual and group education as well as comprehensive, multi-level interventions and activities.
On April 25, 2023, the County Administrative Office approved the submission of the SNAP-Ed application to CDPH in the amount of $10,374,234 to support nutrition education and obesity prevention programs, for the grant period of October 1, 2023 through September 30, 2026.
On June 26, 2023, DPH received a Notice of Award (Grant Award Agreement No. 23-10339), from CDPH for SNAP-Ed funds, in the amount of $12,449,082, which includes an additional 20 percent above the 2024-26 funding allocation projection. This additional amount is dependent upon available funds for the period of October 1, 2023 through September 30, 2026.
This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s SNAP-Ed services and activities. DPH is recommending delegated authority to accept and approve any non-substantive amendments in relation to Grant Award Agreement No. 23-10339 for the SNAP-Ed Program. DPH will return to the Board of Supervisors to present any substantive amendments or future grants received.
