RECOMMENDATION(S)

Recommendation

1.                     Accept and approve grant award and agreement (State Agreement No. 22-11081) with the California Department of Public Health for Immunization Local Assistance funds for the continued support of Immunization and COVID-19 countywide vaccination services, in the total amount of $13,418,586 for the retroactive five-year grant period of July 1, 2022 through June 30, 2027.

2.                     Designate the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit any subsequent non-substantive amendments to this grant award and agreement, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to this grant award and agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The $13,418,586 grant award from the California Department of Public Health (CDPH) in Immunization Local Assistance funds consists of $10,905,521 for COVID-19 related activities, and $2,513,065 for immunization services, and does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health's (DPH) 2022-23 budget and will be included in future recommended budgets. The awarded funds will be used to reimburse costs incurred from July 1, 2022 and are anticipated to be fully expended by June 30, 2027.

 

BACKGROUND INFORMATION

DPH receives Immunization Local Assistance funding for Immunization and COVID-19 vaccination services. The immunization vaccination services assist in reducing and potentially eliminating illness, disability, and death due to vaccine preventable diseases by improving immunization coverage rates. DPH activities include prevention, surveillance, quality assurance, vaccine related education for the community and providers, and outbreak control for vaccine preventable diseases such as measles, pertussis, meningococcal disease, hepatitis, and varicella. The awarded funds will continue the support of COVID-19 countywide vaccination services which include  supporting partner efforts to vaccinate vulnerable populations; funding all costs associated with two County-operated mobile and stationary vaccination sites; enhancing vaccination messaging via social media, educational materials, and incentives; educating healthcare facility staff on infection prevention practices; collecting and reporting vaccination data; providing outreach and training for provider facilities conducted by DPH’s distribution and allocation team; and collaborating with emergency preparedness staff to ensure that critical healthcare and infrastructure workers are identified and vaccinated. DPH partners with community-based organizations who hold monthly collaborative meetings, provide vaccinations and education, and promote COVID-19 vaccination services. The cost of mobile sites includes extra-help and agency staff, information technology, vehicles, personal protective equipment, and office supplies.

 

On January 4, 2023, the County Administrative Office authorized the submission of a grant application to CDPH for Immunization Local Assistance funding, in the amount of $13,418,586, for the period of July 1, 2022 through June 30, 2027.

 

On March 22, 2023, DPH received the grant award and agreement (State Agreement No. 22-11081) from CDPH for Immunization Local Assistance funding, in the amount of $13,418,586, for the period of July 1, 2022 through June 30, 2027. The grant agreement provides funding in the amounts of $10,905,521 for COVID-19 related activities, and $2,513,065 for countywide immunization services.

 

This item is being presented at this time, as this is the first date available for presentation following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s immunization services or activities.
