Recommendation
Accept the grant award from the California Board of State and Community Corrections (State Standard Agreement #BSCC0053-18-MH), in an amount not to exceed $184,140 for the Sheriff/Coroner/Public Administrator to receive critical mental health related training for corrections eligible staff from May 1, 2019 through September 30, 2020.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The grant award from the Board of State and Community Corrections (BSCC) provides funding in the amount of $184,410 to offset the Sheriff/Coroner/Public Administrator’s (Department) cost of providing critical mental health related training to Standards and Training for Corrections (STC) eligible staff and provides for the reimbursement of travel related expenses for one staff person to attend a tuition free master instructor training for the new STC Behavioral Health Module. No matching funds are required. This revenue was not included in the Department’s 2019-20 budget, therefore, related increases in appropriation and revenue will be included in a future quarterly countywide budget report presented to the Board of Supervisors for approval, if necessary.
BACKGROUND INFORMATION
The Department was notified on April 4, 2019, by the BSCC of a funding opportunity for mental health related training. Along with that notification, BSCC requested that the Department complete a survey that was in turn used by BSCC to apply for the funding on behalf of the County. The Department was notified of the grant award on September 4, 2019, which is effective retroactive to May 1, 2019. The County Administrative Office approved of the grant application on September 23, 2019. The request for acceptance of this grant award is being submitted at the first available Board of Supervisors meeting date upon completion of the review process.
The goal of this training initiative is to provide funding to local corrections agencies to deliver critical mental health related training to corrections personnel from May 1, 2019 through September 30, 2020. Total reimbursement under this program is not to exceed $184,140 and will be used to fund tuition, travel, per diem, and other training related materials necessary to provide the training.
