Recommendation
Approve revenue agreement (State Agreement No. 25-0286-000-SA) with the California Department of Food and Agriculture to continue to provide inspection services related to the Nursery Inspection Program, for a maximum reimbursement amount of $9,013, for the period of July 1, 2025 through June 30, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Revenue Agreement (Agreement) in the amount of $9,013 is being provided by the California Department of Food and Agriculture, Plant Health and Pest Prevention Services / Pest Exclusion (CDFA, PHPPS / Pest Exclusion). Sufficient appropriation and revenue have been included in the Department of Agriculture / Weights & Measures (AWM) 2025-26 recommended budget.
BACKGROUND INFORMATION
The recommended Agreement with the CDFA, PHPPS / Pest Exclusion will reimburse AWM for performing inspection services related to the Nursery Inspection Program, for a maximum reimbursement of $9,013 for the period of July 1, 2025 through June 30, 2026.
AWM will continue to perform inspection services related to the Nursery Inspection Program, which includes inspecting nurseries throughout San Bernardino County for pest cleanliness, labeling, grades and standards as required by the California Food and Agricultural Code Division 4, Part 3, Chapter 2, Article 1, § 6903. These inspections deter the spread of plant pests, insects and diseases that pose a threat to California’s environment, the agricultural industry and the economic well-being of the State and County.
AWM has collaborated with the CDFA since 1982 to provide inspection services at nursery locations throughout the county and a revenue agreement has since been renewed on an annual basis.
The recommended Agreement aligns with the County and Chief Executive’s Officer’s goals and objectives by working with other agencies with respect to performing inspections for the Nursery Inspection Program on behalf of CDFA, PHPPS / Pest Exclusion and receiving reimbursement for the work performed.
