Recommendation
Approve Amendment No. 1 to Contract No. 4400019000 with W. L. Gore & Associates, Inc. for the consignment of medical devices, increasing the contract amount by $1,000,000, from $296,983 to the not-to-exceed total contract amount of $1,296,983, and extending the term by two years, for a total contract term of August 28, 2023 through August 27, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $1,000,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2024-25 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
This amendment will allow ARMC to continue to procure through consignment, the Viabahn VBX Balloon Expandable Endoprosthesis (VBX Stent Graft) devices from W. L. Gore & Associates, Inc. (Gore). The Viabahn devices are used to offer procedural success and long-term outcomes through flexibility, strength and accuracy to treat vascular issues.
The Interventional Radiology (IR) department at ARMC has doubled in size for FY2023-24, reflecting the growing importance of this specialty that uses medical imaging to diagnose and treat vascular issues. The addition of two surgeons in late 2023 enabled the IR team to perform nearly 50 stent procedures in one month. This is more than double the previous capacity.
On August 28, 2023 the Purchasing Department approved the Consignment Agreement with Gore for medical devices in the amount not to exceed $296,983 for the two-year term of August 28, 2023 through August 27, 2025.
This Amendment is being submitted to the Board of Supervisor for approval due to the allocation of additional of funds, which result in the total contract amount exceeding the Purchasing Agent’s authority.
ARMC recommends approval of the Amendment with Gore to enable ARMC to continue to provide for patient safety and health needs by supplying the medical devices to ARMC surgeons to perform necessary procedures.
PROCUREMENT
The Purchasing Department continues to support this non-competitive procurement based on functional specifications. The Viabahn stents are the only stents with stainless steel independent rings, semi-compliant covered balloons, longest length, and largest diameter.
