RECOMMENDATION(S)
Recommendation
1. Accept grant award (Award No. 5 H80CS00657-21-00) from the United States Department of Health and Human Services, Health Resources and Services Administration for the Health Center Program noncompeting continuation funding, in the amount of $1,477,573, for the period of March 1, 2022 through February 28, 2023.
2. Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to accept any subsequent non-substantive amendments in relation to the grant award, on behalf of the County, subject to review by County Counsel.
3. Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the grant award to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant award in the amount of $1,477,573 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the Health Center Program noncompeting continuation funding does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2021-22 budget and will be included in the 2022-23 recommended budget.
BACKGROUND INFORMATION
HRSA provides funding to local health jurisdictions for the delivery of comprehensive primary health care services to defined service areas and patient populations through the Health Center Program. The Health Center Program provides a variety of services to San Bernardino County residents, such as operational support for DPH’s four Federally Qualified Health Centers located in Adelanto, Hesperia, Ontario, and San Bernardino and Primary Care HIV Prevention services.
DPH will use the grant award to continue providing enhanced health care services in the High Desert and Valley communities including primary care, maternal health, pediatric care, colposcopy, HIV prevention, linkage to care and treatment for patients who are HIV positive, reproductive health services, dental and nutrition services, diagnostic radiology, complementary and alternative medicine and mental health and substance abuse services to an estimated 13,075 adults and children annually.
On August 6, 2019 (Item No. 27) and September 10, 2019 (Item No. 39), the Board of Supervisors approved Phase 1 and Phase 2, respectively, grant applications to HRSA for the Health Center Program, in order to receive annual funding for the three-year grant period of March 1, 2020 through February 28, 2023.
On January 13, 2022, DPH received the notice of award (Award No. 5 H80CS00657-21-00) from HRSA for the Health Center Program noncompeting continuation funding, in the amount of $1,477,573, for the period of March 1, 2022 through February 28, 2023.
