RECOMMENDATION(S)

Recommendation

1.                     Authorize the filing of project applications to the California Department of Parks and Recreation - Office of Grants and Local Services for Glen Helen Regional Park in an amount not exceeding $3,535,000 for the Renovation and Improvement Projects to be completed by June 30, 2024.

2.                     Adopt Resolution authorizing the Chairman of the Board of Supervisors, Chief Executive Officer, Deputy Executive Officer of the Community Services Group, or Director of Regional Parks Department to submit applications for Per Capita Grant Funds, as required by the California Department of Parks and Recreation and execute any non-substantive amendments, modifications and any other documents necessary to accept the Office of Grant and Local Services funding, subject to review by County Counsel.

3.                     Direct the Chief Executive Officer, Deputy Executive Officer of the Community Services Group or Director of Regional Parks to transmit all documents in relation to this grant to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This grant award may result in the use of additional Discretionary General Funding (Net County Cost).  If approved, acceptance of this grant will require a match of up to $707,000. The Regional Parks Department (Department) will continue to review funding sources that may qualify as eligible to be utilized as matching funding.  In the absence of other funding sources, the Department may request to utilize Discretionary General Funding from the Community Service Upgrades Reserve Fund that was approved as part of the 2021-22 budget.  The Department will specify the recommended source of matching funds as part of future board action when accepting the grant award. 

 

The grant amount not exceeding $3,535,000 will be used to fund renovations and improvements at Glen Helen Regional Park (Park). It is anticipated that some of these projects, once completed, will require ongoing maintenance, which is expected to be funded by the revenue from the increase in visitors and the additional concessionaires added to the Park. Approval of the necessary budget adjustments is not requested at this time, but will be presented to the Board of Supervisors for approval at a future date.

 

BACKGROUND INFORMATION

Proposition 68 is a $4.1 billion bond measure to fund state and local parks, environmental projects, water infrastructure projects and flood projection projects throughout California.  The measure was approved in 2018.  The intent for the Proposition 68 Per Capita grant is to create new parks or new recreation opportunities at existing parks in critically underserved communities, such as Devore, across the state. 

 

On June 24, 2020, the Department received notification from the Office of Grants and Local Services (OGLS) that the allocation for San Bernardino County was approved at $3,535,000 and began acquiring project scope/cost estimates with the Real Estate Services - Project Management Department. 

 

This item will authorize the Department to file project scope/cost estimates to OGLS for the purpose of receiving 2021 allocation of Per Capita grant funds in an amount not to exceed $3,535,000. Approval of the recommended actions will allow the Department to submit project scopes for proposed renovations and improvements at the Park located in the unincorporated area of Devore.  The Park has many deferred maintenance needs, which affects the experience of both park patrons and concert attendees. Some of these improvements have been identified by Live Nation in order to offer a better park experience to concert attendees.  Proposed renovations at the Park include the demolition and replacement of five restrooms, replacement of three buildings with new playground and gathering spaces, repair of all walking bridges, repair of two concession stands, improvement to landscaping/irrigation, and renovation of the splash pad. These improvements will provide upgraded amenities to the underserved residents in Devore and in the neighboring communities around the Park. 

 

An authorizing resolution is required as part of the OGLS submittal to serve two purposes.  First, it is the means by which the grantee’s County agrees to the terms of the contract; it provides confirmation that the grantee has the funding to complete, operate and maintain projects associated with the contract.  It also designates a position title to represent the County on all matters regarding projects associated with the contract.  The incumbent in this position is referred to as the Authorized Representative. 

 

While these grant funds are programmed for use at Glen Helen Regional Park, the Department will utilize the Board approved Community Service Upgrades Reserve Fund for improvements at other Regional Parks.

 

Approval of these recommendations align with the County and Chief Executive Officer goal and objective to provide for the safety, health and social service needs of County residents by improving upon park amenities following all Americans with Disabilities Act requirements.
