Recommendation
Approve Revenue Agreement (State Agreement No. 25-0083-000-SA), with the California Department of Food and Agriculture, Division of Measurement Standards, to continue providing site inspections of assigned junk dealers and recycler establishments for the Weighmaster Program, on behalf of the State of California, for a maximum reimbursement of $13,440, for the period of July 1, 2025, through June 30, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Revenue Agreement (Agreement), in the amount of $13,440, is being provided by the California Department of Food and Agriculture, Division of Measurement Standards (CDFA, DMS). Sufficient appropriation and revenue have been included in the Department of Agriculture / Weights & Measures (AWM) 2025-26 recommended budget.
BACKGROUND INFORMATION
This Agreement with CDFA, DMS will reimburse AWM for performing services related to the Weighmaster Program for a maximum reimbursement of $13,440 for the period of July 1, 2025, through June 30, 2026. AWM will continue to perform assigned site inspections of licensed junk dealer and recycler establishments, which are also licensed as Weighmasters, to determine compliance with the California Business and Professions Code. Inspections include the verification that the finger printing equipment and camera is functioning, confirmation that commercial weighing devices are sealed, and the review of storm water permit requirements. CDFA, DMS determined that these inspections should be performed by counties because of the widespread distribution of junk dealer and recycler establishments.
The recommended Agreement aligns with County and Chief Executive Officers goals and objectives by working with other agencies with respect to performing inspections for the Weighmaster Program on behalf of CDFA, DMS and receiving reimbursement for the work performed.
The Board of Supervisors (Board) first approved the initial revenue agreement with CDFA, DMS on January 28, 2014 (Item No. 7), to provide inspection services at Weighmaster locations throughout the San Bernardino County and a revenue agreement has since been renewed on a continual annual basis.
