Recommendation
1. Approve Amendment No. 2 to Contract No. 20-487 with Clare|Matrix for the provision of Substance Use Disorder and Recovery Services Non-Residential Drug Court Program Services, increasing the total contract amount by $240,750, from $1,940,974 to $2,181,724, with no change to the contract period of July 1, 2020 through September 30, 2024.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post adjustments to the Department of Behavioral Health 2022-23 budget, as detailed in the Financial Impact section (Four votes required).

This item does not impact Discretionary General Funding (Net County Cost). The increase in the amount of $240,750 for Substance Use Disorder and Recovery Services (SUDRS) Non-Residential Drug Court Program Services is funded by the 2011 Realignment, Federal Substance Abuse Prevention and Treatment Block Grant (SABG) and Drug Medi-Cal. The Department of Behavioral Health (DBH) requests the Auditor-Controller/Treasurer/Tax Collector to post the following adjustment to the 2022-23 budget which will support the increased costs of the contract amendment.

BACKGROUND INFORMATION
DBH is responsible for providing mental health and SUDRS to County residents who are experiencing major mental illness and/or substance use disorders. An integral part of the service delivery system consists of SUDRS Non-Residential Drug Court (DC) program. DBH has been providing DC services through contract providers since 1994. DC works by bringing multiple sectors of the community together to address criminal offenders' needs, ensuring consistency in judicial decision-making, and enhancing the coordination and collaboration of agencies and resources. Clare|Matrix has been providing DC services to DBH clients for over 20 years. DBH anticipates Clare|Matrix will provide DC services to an estimated 19 additional clients annually at a cost of $5,631 per client.
Adult drug courts employ a program designed to identify and then refer adult drug defendants with non-violent, felony drug violations, and juvenile offenders to the County’s comprehensive SUDRS DC Services to reduce drug relapse and criminal recidivism among defendants and offenders through risk and needs assessment, judicial interaction, monitoring and supervision, graduated sanctions and incentives, treatment and various rehabilitation services. Juvenile drug courts apply a similar approach tailored to the needs of youth with substance use disorders. These programs provide youth and their families with counseling, education, and other supportive services.
The need for DC services has increased over the last few months, resulting in the provision of additional funding for Clare|Matrix, to continue supporting these clients. Approval of the amendment will allow Clare|Matrix to provide services to an estimated 19 additional clients annually and to increase the total contract amount by $240,750, from $1,940,974 to $2,181,724, with no change to the contract period of July 1, 2020 through September 30, 2024.
PROCUREMENT
On June 23, 2020 (Item No. 35), as the result of a formal procurement, the Board of Supervisors (Board) approved Contract No. 20-487 with Clare|Matrix in the amount of $1,940,974 for the provision of SUDRS Non-Residential DC Services for the period of July 1, 2020 through September 30, 2024.
On October 26, 2021 (Item No. 21), the Board approved Amendment No. 1 to Contract No. 20-487 with Clare|Matrix, updating contract language with no change to the contract amount or contract period.
DBH will continue to monitor Clare|Matrix’s performance on a regular basis to ensure performance and compliance standards are met. Contractor invoices will be reviewed and approved by DBH program staff to ensure costs claimed are reasonable and allowable prior to being forwarded to DBH fiscal staff for payment. DBH fiscal staff will verify signatures and total cost prior to issuing payment.
