Approve non-financial Affiliation Agreement with Texas Wesleyan University, for Nurse Anesthetist Program students to obtain clinical training at Arrowhead Regional Medical Center, for the period of March 26, 2024 through March 25, 2029.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as this Affiliation Agreement (Agreement) with Texas Wesleyan University (Texas Wesleyan) is non-financial in nature.
BACKGROUND INFORMATION
The Agreement with Texas Wesleyan will enable Nurse Anesthetist Program students (Anesthetists) to obtain specialized clinical training at Arrowhead Regional Medical Center (ARMC). The volume and patient mix at ARMC will provide a suitable educational opportunity to the Texas Wesleyan students. Nurse Anesthetists programs have certain requirements students must meet including clinical rotations to complete the programs to obtain certifications. In order to meet these requirements, it is customary for educational institutions that operate these programs to provide students with educational opportunities at other facilities to supplement those available at the institution.
As a teaching hospital, ARMC has a number of agreements with universities and colleges, junior colleges, and technical and trade schools to provide on-site clinical training for students. The Agreement with Texas Wesleyan ensures that its Anesthetists will receive specialty training at ARMC to meet requirements for degrees, licenses, and/or certifications. Anesthetists will partake in specialized clinical training under the supervision of the ARMC Medical Center Coordinator. The volume and patient mix at ARMC provide a comprehensive education opportunity to Anesthetists.
On June 29, 1993 (Item No. 77), the Board of Supervisors (Board) approved non-financial Affiliation Agreement No. 93-498 with Texas Wesleyan to enable ARMC to serve as a training ground for clinical experience for students in the Texas Wesleyan University School of Nurse Anesthesia until either party provided notice of termination to the other party.
On November 5, 1996 (Item No. 24), the Board approved Amendment No. 1 to Agreement No. 93-498 with Texas Wesleyan that required the County to reimburse Texas Wesleyan at a per student rate of $1,000 per month during the first 12 months and $1,200 per month for months 13 through 15 of the clinical rotations of the students.
The recommended Agreement will supersede the existing Agreement No. 19-498 with Texas Wesleyan.
ARMC recommends approval of this Agreement to provide for the safety, health, and social service needs of County residents by ensuring nurse anesthetists working in the community are highly skilled and by increasing the future pool of nurse anesthetists available in the community.
