FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The donation from Friends of Regional Parks of San Bernardino County (FRPSBC) will allow the Regional Parks Department (Department) to support ongoing efforts in fishing workshops hosted at Cucamonga-Guasti, Glen Helen, and Prado Regional Parks. The donation of $14,000 will be used for expenses in support of fishing workshops in the Fourth and Fifth Districts. Approval of any necessary budget adjustments to Regional Parks (Parks) 2024-25 budget is not requested at this time but will be presented to the Board of Supervisors (Board) at a later date.

BACKGROUND INFORMATION

Since 2009, youth fishing events have taken place at local Regional Parks. These events have served to educate local youth in the practice of lake safety and fishing techniques. These programs provide youth with a fishing pole, bait, and equipment while teaching them the basic skills needed to fish. The Department has seen increased participation year after year at these events. Additional Discretionary General Funding from the Department’s budget have been used each year to supplement the increased costs.

On September 9, 2024, the Department received a letter from the President of FRPSBC awarding the Department $14,000 for the support of fishing workshops hosted by Supervisor Joe Baca Jr. and Supervisor Curt Hagman. Supervisors Baca and Hagman each host one fishing event each year in support of the local community, providing access to all county residents. The donated funds are in support of these events and help fund the event coordination and purchase of supplies.

Per Policy No. 06-01SP section 2(b), gifts or donations valued over $10,000 need to be approved by the Board of Supervisors. The Department recommends approval of the donation to provide funding for fishing workshops in support of outdoor education opportunities for San Bernardino County youth.
