This item does not impact Discretionary General Funding (Net County Cost). The contract amount of $25,727,770, for Family Stabilization (FS) Rapid Re-Housing Services (RRH), will be funded through the Behavioral Health Bridge Housing (BHBH) Program grant funding and the California Work Opportunity and Responsibility to Kids (CalWORKs) FS-RRH allocation, through a Memorandum of Understanding (MOU) between the Department of Behavioral Health (DBH) and the Transitional Assistance Department (TAD). Adequate appropriation and revenue have been included in the DBH 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
DBH is responsible for providing mental health and substance use disorder (SUD) services to county residents experiencing severe mental illnesses and/or SUD. State Assembly Bill (AB) 74, passed in 2013, includes a provision for funding FS services to CalWORKs clients who have encountered circumstances that impede their ability to participate in Welfare-To-Work activities such as: need for behavioral health (mental health and/or SUD treatment) services, lack of safety due to domestic violence, and/or homelessness or imminent risk of homelessness. AB 74 requires TAD to identify CalWORKs clients in need of FS services and provide the necessary services to remove these barriers.
In 2014, TAD and DBH first entered into an MOU for the provision of FS services. RRH, which is an extension of FS, also began in 2014. FS-RRH services include: Bridge Housing (temporary, short-term housing); Housing Search and Placement; financial and rental assistance; Housing Stability Case Management; mediation services; and referrals to legal and credit repair services.
In 2022, through the BHBH Program passed into law under AB 179, DBH was able to expand services to all eligible DBH clients with additional BHBH funding. Lighthouse Social Service Centers (LSSC) has been the provider for RRH services countywide since 2019.
On May 21, 2019 (Item No. 29), as a result of a formal procurement, the Board of Supervisors (Board) approved Contract No. 19-326 with LSSC, to provide countywide FS-RRH services, in the amount of $5,148,052, for the period of July 1, 2019 through September 30, 2022.
On February 11, 2020 (Item No. 22), the Board approved Amendment No. 1 to Contract No. 19-326 with LSSC, increasing the contract amount by $1,500,000, from $5,148,052 to $6,648,052, with no change to the contract period of July 1, 2019 through September 30, 2022.
On September 27, 2022 (Item No. 20), the Board approved Amendment No. 2 to Contract No. 19-326 with LSSC, updating standard contract language and increasing the contract amount by $2,045,554, from $6,648,052 to $8,693,606, and extended the term by an additional year, for a total contract period of July 1, 2019 through September 30, 2023.
On September 26, 2023 (Item No. 23), the Board approved Amendment No. 3 to Contract No. 19-326 with LSSC, increasing the contract amount by $2,045,554, from $8,693,606 to $10,739,160, and extended the term by an additional year, for a total contract period of July 1, 2019 through September 30, 2024.
On September 24, 2024 (Item No. 25), the Board approved Amendment No. 4 to Contract No. 19-326 with LSSC, increasing the contract amount by $5,305,554, from $10,739,160 to $16,044,714, and extended the term by an additional year, for a total contract period of July 1, 2019 through September 30, 2025. During 2024-25, FS-RRH services were provided to 263 unduplicated clients at an estimated cost of $16,130 per client.
Although County policy limits contracts to five-year terms, LSSC provided FS-RRH services for a total of six years. In 2024, a formal procurement for FS-RRH services was delayed when the proposed 2024-25 state budget eliminated the FS program. DBH determined BHBH funding was adequate to continue services for another year, and Board approval was sought for the final contract extension.
The final State budget that was passed on June 29, 2024, restored CalWORKs funding for the FS program; DBH subsequently initiated a procurement for FS-RRH services at that time. BHBH funding, now combined with CalWORKs funding, will allow DBH to address service gaps by further expanding crucial program services and serving additional clients.
Upon approval, LSSC will provide FS-RRH services throughout the county. DBH anticipates that FS-RRH services will be provided to approximately 325 unduplicated clients annually at an estimated cost of $15,832 per client.
DBH will implement mechanisms to regularly 1) review client service data and progress, conduct site visits, and conduct annual monitoring to ensure performance and compliance standards of the contract(s) are met; and 2) review provider invoices administratively and programmatically to ensure client and/or bed counts are accurate prior to payment processing.
PROCUREMENT
On July 10, 2025, the County Administrative Office approved the release of Request for Proposals (RFP) No. DBHE25-ADMN-5838 with the Purchasing Department (Purchasing) through the Electronic Procurement Network (ePro), to solicit interested and qualified organizations and agencies to provide FS-RRH services. The RFP was publicly advertised in eight local newspapers and sent through direct mailings to 561 community-based organizations, service providers, and other interested parties.
Two proposals were received in response to the RFP by the established deadline. The proposals were received from the agencies listed below that met the minimum requirements and were reviewed during the evaluation process:

The evaluation committee evaluated the proposals based on the criteria referenced in the RFP. These criteria included but were not limited to: ability to serve the target population, proposed program services and strategies, readiness to provide services, experience, staffing levels and qualifications, appropriateness of facility (in Geographic Service Option/area, proximity to mass transit, facility layout, facilities, etc.), ability to serve specific geographic area, and the ability to measure outcomes.
Based on the evaluation criteria, the evaluation committee determined LSSC best met the needs of the County due to their facility locations and extensive experience with FS-RRH. Award and denial letters were sent to the above-listed proposers on September 9, 2025. No protests were received within the allowable period.
Purchasing supports this competitive procurement based on the formal solicitation described above.
