RECOMMENDATION(S)

Recommendation

Acting as the governing body of the Inland Counties Emergency Medical Agency, approve Amendment No. 1 of the Authorization Agreement No. 19-864, effective January 1, 2025, with the White Mountain Fire Protection District to provide Basic and Advanced Life Support transport services within Mono County and the White Mountain Fire Protection  District, and during mutual aid responses, extending the agreement term an additional five years, for a total term of January 1, 2020 through December 31, 2029.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The annual fee for medical oversight is $2,000 per year. Applicable revenue has been included in Inland Counties Emergency Medical Agency’s (ICEMA) 2024-25 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

ICEMA, as the local Emergency Medical Services (EMS) agency, is responsible for ensuring effective EMS for San Bernardino, Inyo, and Mono Counties.  ICEMA administers State and local codes and regulations governing the provision of emergency medical care to the sick and injured at the scene of an emergency and during transport to a care hospital.

 

ICEMA has statutory medical control over all EMS providers within its EMS jurisdiction.  ICEMA also reviews provider staffing, drugs, equipment, record keeping, communications and training to assure compliance with ICEMA standards and requirements.  State law requires all providers of Basic Life Support (BLS) and Advanced Life Support (ALS) services to be authorized by the local EMS agency under the terms of a written authorization agreement that outlines the provider’s EMS obligations and responsibilities. In addition, the provider is required to comply with ICEMA requirements for electronic patient care reports and data collection.  Data received by virtue of this requirement will be made part of the ICEMA Quality Improvement Program used for the purpose of evaluating and improving the overall EMS system.

 

On December 17, 2019 (Item No. 71), the Board of Directors approved Authorization Agreement No. 19-864 with White Mountain Fire Protection District (Fire District) for BLS and ALS transport services within Mono County and the Fire District for the five-year period of January 1, 2020 through December 31, 2024.

 

The Fire District has agreed to continue to provide BLS and ALS transport services for the additional five-year period of January 1, 2025, through December 31, 2029, and to comply with ICEMA protocols, policies, and procedures relating to the delivery of emergency medical care to the sick and injured at the scene of an emergency.  This agreement may be terminated by either party upon 90 days written notice.
