RECOMMENDATION(S)
Recommendation
1. Approve allocation and accept grant award (Award No. 2536BASE-F / 2536BASE-S) from the California Department of Public Health for Tuberculosis Control Local Assistance funding, for continued support of tuberculosis prevention and control activities, in the amount of $366,739, for the period of July 1, 2025, through June 30, 2026.
2. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute any subsequent non-substantive amendments in relation to the Tuberculosis Control Local Assistance grant, on behalf of the County, subject to review by County Counsel.
3. Direct the Director of the Department of Public Health to transmit all amendments in relation to the Tuberculosis Control Local Assistance grant to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The California Department of Public Health’s (CDPH) Tuberculosis (TB) Control Local Assistance grant funding does not require a local match. The total grant award of $366,739 consists of federal funds in the amount of $183,393, and state funds in the amount of $183,346. The state portion includes $21,481 for personnel funds and $32,231 for Food, Shelter, Incentives and Enablers (FSIE) funds. Adequate appropriation and revenue will be included in the Department of Public Health’s (DPH) 2025-26 recommended budget.
BACKGROUND INFORMATION
DPH has received TB Control Local Assistance grant funding since 1948 to support countywide prevention efforts to control the spread of TB. The grant funding is used for DPH personnel to maintain TB control standards, investigate reported and suspected cases of TB, complete required state reports, direct observed therapy, as well as for supplies and anti-TB medications. The FSIE allocation is used to provide services that include measures to enhance compliance, prevent homelessness by offering alternative housing for individuals with infectious TB to increase successful follow-up treatment, and allow for the use of less restrictive alternatives to decrease or prevent the need for detention of TB patients.
As part of the funding allocation requirement, DPH must submit to CDPH a base award budget outlining the spending plan to equal the $366,739 allocated to San Bernardino County. The funds will be used for ongoing efforts to control the spread of TB in the county.
On April 17, 2025, DPH received a grant award notice (Award No. 2536BASE-F / 2536BASE-S) from CDPH for continued support of tuberculosis prevention and control activities, in the amount of $366,739, for the period of July 1, 2025, through June 30, 2026.
