RECOMMENDATION(S)
Recommendation
Acting as the governing body of County Service Area 64, Spring Valley Lake:
1. Approve the purchase of a replacement street sweeper, as an unbudgeted fixed asset, in the amount not-to-exceed $450,000.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the budget adjustments, as detailed in the Financial Impact section, needed for the purchase of the street sweeper (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The not-to-exceed amount of $450,000 for purchase of the street sweeper will be funded by County Service Area 64, Spring Valley Lake (District) through the use of available unrestricted Net Position within the District’s Operating Fund.

BACKGROUND INFORMATION
For over 20 years, the District has been providing street sweeping services for the community of Spring Valley Lake. The District initially utilized a contractor to provide these services. However, in 2009, after evaluating costs and determining that purchasing a street sweeper and providing these services would be more cost effective than continuing with the use of a contractor, the District purchased a street sweeper.
The District’s street sweeper is now beyond its useful life, requiring frequent repairs and maintenance to keep it operational. Consequently, the recommendation is for the purchase of a new street sweeper so that the District can continue to provide street sweeping services for the residents of Spring Valley Lake. The District plans to retain the current street sweeper for the near future but will ultimately seek Board approval to declare it surplus in accordance with County Policy 12-08 and the related Standard Practice 12-18 SP1.
PROCUREMENT
The subject street sweeper will be procured in accordance with the procedures established in County Policy 11-04 (Procurement of Goods, Supplies, Equipment and Services).
