BACKGROUND INFORMATION
A BWCS is an effective resource that captures unalterable audio and video of daily interactions between Department personnel and citizens, including use of force, and can be used as evidence in criminal cases. It can improve evidentiary outcomes, expedite case and/or incident resolutions, increase personnel and community safety, and increase public transparency while improving interactions between the Department and the public.
On February 28, 2023 (Item No. 66), as a result of a competitive procurement, the Board approved Contract No. 23-145 with Axon Enterprise, Inc. (Axon) for the provision of a BWCS. After the initial deployment and testing of the cameras and other components, it was determined that some equipment/components originally included in the contract were not needed; thus, those items will be returned to Axon for a credit that will be used to reduce the cost of 201 additional cameras and other components for deployment to additional staff.
Approval of Recommendation No. 1 will increase the total contract award by $1,246,251 for additional cameras and other BWCS components and applicable services without changes to the original contract period.
Approval of Recommendation No. 2 will allow the Sheriff/Coroner/Public Administrator or Undersheriff to address changes in BWCS equipment and/or service needs. Any such change order shall not exceed $546,531, or 7% of the total contract amount of $7,807,586, nor amend the contract term.
Approval of Recommendation No. 4 will authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary 2023-24 budget adjustments and transfer funds from the General Fund Reserve set aside for the Body Camera Implementation Project to fund the associated costs of the amendment.
