Recommendation
Approve Amendment No. 2 to contracts with the following agencies, to provide Kinship Support Services Program services, increasing the total combined contract amount by $708,750, from $2,674,366 to $3,383,116, and extending the term by one year, for a total contract period of July 1, 2022 through June 30, 2027:
1. Greater Hope Foundation for Children, Inc. dba A Greater Hope, Contract No. 22-476, increasing the contract by $311,850, from $1,177,102 to $1,488,952.
2. Westside Christian Center, Contract No. 22-477, increasing the contract by $396,900, from $1,497,264 to $1,894,164.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase in cost of these amendments is $708,750 and funding is 100% provided by the 2011 Realignment. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2026-27 budget.
BACKGROUND INFORMATION
The Kinship Support Services Program (KSSP) provides an array of community-based family support services to kinship families to increase the placement stability and safety of children who are in the care of relatives. Research suggests that extended family members have had an informal role in the upbringing of related children. In most cases, kinship care took place without the involvement or knowledge of child welfare agencies. The formal use of kinship care providers by child welfare agencies has rapidly increased over the last several years. KSSP uses suitable relative care providers rather than removing children from their families while maintaining child safety and security. Services include, but are not limited to, individual and group counseling; tutoring; mentoring; support groups; recreational activities; information and referral services; day care; legal services; respite care; transportation; and housing information. Children and Family Services (CFS) has provided KSSP services for relative caregivers and their families through service-contracted vendors since 2002.
On June 28, 2022 (Item No. 36), as the result of a formal procurement, the Board of Supervisors (Board) approved Contract No. 22-476 with Greater Hope Foundation for Children, Inc. dba A Greater Hope (A Greater Hope), in the amount of $880,102, and Contract No. 22-477 with Westside Christian Center (WCC), in the amount of $1,119,264, to provide KSSP services, in a combined contract amount not to exceed $1,999,366, for the period of July 1, 2022 through June 30, 2025.
On April 29, 2025 (Item No. 21), the Board approved Amendment No. 1 to Contract No. 22-476 with A Greater Hope, increasing the contract by $297,000, from $880,102 to $1,177,102, and Contract No. 22-477 with WCC, increasing the contract by $378,000, from $1,119,264 to $1,497,264. The total combined amount was increased by $675,000, from $1,999,366 to $2,674,366, and extending the term by one year, for a total contract period of July 1, 2022 through June 30, 2026.
The recommended amendments will increase the total contract amount by $708,750, from $2,674,366 to $3,383,116, and exercise the option to extend by one year, for a total contract period of July 1, 2022 through June 30, 2027, to allow CFS to continue to provide KSSP services.
Contractor performance will be measured by reviewing monthly reports and annual site visits by County staff to monitor compliance with the administrative, fiscal, and program requirements of the contract. CFS will review the invoices and supporting documentation submitted by each contractor to ensure charges are for eligible KSSP services prior to payment. The contracts may be terminated by the County immediately in the event that funds are not available to the County, and without cause by the County by serving a written notice to the Contractor 30 days in advance of termination.
