RECOMMENDATION(S)

Recommendation

1.                     Approve agreement with the Regents of the University of California on behalf of its UC Cooperative Extension for San Bernardino County (UCCE) for the provision of research and educational programs in the amount of $77,500 for the period of July 1, 2019 through June 30, 2020.

2.                     Authorize the UCCE to continue to use approximately 2,937 square feet of space owned by the County of San Bernardino located at 777 East Rialto Avenue, San Bernardino for the period of July 1, 2019 through June 30, 2020.

FINANCIAL IMPACT

Approval of this agreement will not result in the use of additional Discretionary General Funding (Net County Cost). The total cost of the program to the County of San Bernardino (County) is approximately $164,500, to include $77,500 for the cost of educational programs and in-kind support of $87,000 for the continued use of County-owned space, which includes rent, utilities, maintenance, and janitorial services. The in-kind support costs for the continued use of the space are included in the Agriculture/Weights & Measures 2019-20 budget. Appropriation of $77,500 for the cost of research and education programs is included in the following departments’ 2019-20 budgets:

BACKGROUND INFORMATION

The recommended agreement will allow UCCE to provide services to various County departments and authorize the continued use of County-owned space at 777 East Rialto Avenue, in San Bernardino, for the period of July 1, 2019 through June 30, 2020. The agreement with UCCE meets the stated County Goals and Objectives by providing a countywide system of community-based education that is a partnership between local County government, the State, and the University of California.

 

UCCE provides research and educational programs to county residents in the areas of food and nutrition education, gardening and horticulture, food preservation, natural resources and youth development. The agreement with UCCE has a clear nexus to County departments for department-specific, outcome-based services. The County and UCCE will continue to develop services that are defined and agreed upon by the individual departments. The overall effort also includes a commitment from each department to assist with outreach to the public; the implementation of a “Program Outcomes Reporting Tool”; assistance with the creation and distribution of academic and research material; and quarterly strategy meetings to evaluate the success of the programs and to redefine and/or revise as necessary to meet the needs of the county residents.

 

UCCE was started to help farmers, homemakers, and youth by providing access to the latest university research to improve their lives. After over a century of service, UCCE continues to connect communities with the university campus, bringing practical, trusted, science-based solutions to Californians. Cooperative Extension, through the University of California’s Division of Agriculture and Natural Resources, has 57 county offices throughout the state, and nine research and extension centers.

 

On June 6, 1917, the Board of Supervisors (Board) requested by Resolution that the Regents of the University of California establish an office of the Cooperative Agriculture Extension Service in San Bernardino County to provide agriculture expertise and education to residents of the county. Since September 2009, UCCE has provided a variety of programs through annual agreements with the County. In addition, UCCE has, at least in part, delivered programs (via a Use Permit) in the County-owned facility located at 777 East Rialto Ave in San Bernardino. 

 

The agreement is being presented at this time for Board approval retroactively to July 1, 2019, as the Work Plan was finalized on January 10, 2020 and this is the first date available for presentation following the required operational, fiscal, and legal reviews. Approval by the Board on this date will have no impact on UCCE’s services and activities.
