FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). This is a non-financial Partnership Agreement between Community Action Partnership of San Bernardino County (CAP) and the County, through its Workforce Development Department (WDD) in support of CAP’s grant application to the United States Environmental Protection Agency (EPA). If the grant is awarded to CAP, WDD will not be a sub-recipient of grant funds.
BACKGROUND INFORMATION
Under the Inflation Reduction Act of 2022, the EPA created the Environmental and Climate Justice Community Change Grant Program (Program) to help communities address a range of environmental and climate justice issues, including reducing and preventing pollution, and expanding access to good jobs and economic opportunity through workforce development.
As part of the Program, CAP will increase its capacity to serve the community by constructing a new facility to expand its Energy, Education and Environmental Services and Food Bank Programs, including the construction of a Weatherization Job Training Center to train a skilled, climate-resilient workforce for high-quality construction jobs.
The Program requires nonprofit applicants to partner with a government agency through a Partnership Agreement. If awarded, WDD will partner with CAP to identify and refer local residents to the Weatherization Job Training Center for training support.
The EPA is awarding grants on a rolling basis. CAP intends to submit the grant application shortly after approval of this Partnership Agreement. It is anticipated that CAP will be notified if awarded within three months.
