RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of San Bernardino County:

a.                     Approve an allocation of $67,038 from the 2025-26 Fifth District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program to the Bloomington Recreation and Park District for the Ayala Park Two Swing Set Project.

b.                     Approve Contract with the Bloomington Recreation and Park District to provide funding for the Ayala Park Two Swing Set Project, in the amount of $67,038 from the District Specific Priorities Program budget, for the contract term of August 5, 2025 through December 31, 2026.

c.                     Approve the use of $200,000 from the Bloomington Community Benefit/Improvement Reserve by the Bloomington Recreation and Park District for the Ayala Park Two Swing Set Project.

d.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section, to provide funding for the Ayala Park Two Swing Set Project (Four votes required).

2.                     Acting as the governing body of the Bloomington Recreation and Park District:

a.                     Approve Capital Improvement Program Project - Ayala Park Two Swing Set Project in the amount of $267,038.

b.                     Approve Contract with San Bernardino County to receive funding for the Ayala Park Two Swing Set Project, in the amount of $67,038, from the District Specific Priorities Program budget, for the contract term of August 5, 2025 to December 31, 2026.

c.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments as detailed in the Financial Impact section, for the Bloomington Recreation and Park District - Ayala Park Two Swing Set Project (Four votes required).

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).

 

On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), June 11, 2024 (Item No. 110), April 29, 2025 (Item No. 86), and June 10, 2025 (Item No. 136), the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, $3 million, $2.5 million, and $2.5 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program), for each of the five supervisorial districts for projects that meet a public purpose and provide services to citizens that promote health, safety, economic well-being, recreation, and other public services that enhance quality of life and meet the needs of the County residents. On an annual basis, unspent appropriation for discretionary funding is carried over into the subsequent year’s budget.

 

This item allocates $67,038 from the Fifth Districts Priories Program budget for the Ayala Park Two Swing Set Project (Project). Approval of this item will also allocate $200,000 from the Bloomington Community Benefit/Improvement Reserve. Combined, these actions would result in total additional funding of $267,038 for the Project.  Sufficient appropriation for the Project will be included in the Bloomington Recreation and Park District’s (District) future recommended budget as needed.

BACKGROUND INFORMATION

The District maintains two community parks (Ayala Park and Kessler Park), an equestrian arena, sports fields, and a community center that offers various recreational activities for the community of Bloomington. The Department of Public Works - Special Districts (Department), through its Operations Division, directly manages, operates and maintains the District.

 

The Ayala Park Two Swing Set Project consists of demolishing existing landscape and irrigation together with the installation of a two-swing set with hardscape and playground rubber surface.

 

The Department anticipates returning to the Board of Directors and Board of Supervisors at a later date for contract award if the contract exceeds $220,000.
