RECOMMENDATION(S)
Recommendation
1. Accept Fiscal Year 2024 Emergency Management Performance Grant (Award No. 2024-0050) from the California Governor’s Office of Emergency Services to continue to support comprehensive emergency management programs and encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all hazards, in the amount of $504,038, with a grant performance period of July 1, 2024, through June 30, 2026.
2. Approve the Subrecipient Agreement/Assurances template between San Bernardino County and all grant subrecipient cities/towns for the grant referenced in Recommendation No. 1.
3. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, County Chief Financial Officer, Director of Emergency Management, or Assistant Director of Emergency Management to accept and execute the Subrecipient Agreement/Assurances from each subrecipient city/town identified in the grant application documents, ensuring that the subrecipients comply with all applicable terms and conditions of the grant.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Out of the total Emergency Management Performance Grant (EMPG) amount of $504,038 awarded to the County by the California Governor’s Office of Emergency Services (Cal OES), $217,036 will be allocated to the Office of Emergency Services (OES). This amount includes a maximum of 5% of the EMPG funds ($25,202) for management and administration that OES will receive as the County’s Operational Area lead agency. The remaining $287,002 will be distributed among 18 subrecipient cities/towns within the county. The participating cities/towns are Apple Valley, Chino, Chino Hills, Colton, Fontana, Grand Terrace, Hesperia, Highland, Loma Linda, Montclair, Needles, Ontario, Rancho Cucamonga, Redlands, Upland, Victorville, Yucaipa, and Yucca Valley.
The EMPG requires a dollar-for-dollar match (cash or in-kind) that will be met proportionately between OES and the participating cities/towns, based on the specific allocation provided to the given city/town. OES will meet the match requirement through personnel costs for allowable emergency management program activities. Any future budget adjustments pertaining to the EMPG will be submitted to the Board of Supervisors (Board) for approval.
BACKGROUND INFORMATION
The EMPG is a two-year grant program offered by the Federal Emergency Management Agency/Department of Homeland Security to provide funding for support of comprehensive emergency management programs at the state, tribal, and local levels to encourage the improvement of mitigation, preparedness, response, and recovery capabilities for all emergencies and disasters (natural or man-made). The County Operational Area, established as an intermediate level of the state’s emergency services organization to manage and coordinate emergency preparedness efforts, has received EMPG funds annually since 2004. OES functions as the lead agency for the County Operational Area.
On January 14, 2025 (Item No. 30), the Board authorized the submission of the EMPG application to Cal OES for the term of July 1, 2024 through June 30, 2026. This item adopted Resolution No. 2025-10, as required by Cal OES, authorizing the Chair of the Board, Chief Executive Officer, County Chief Financial Officer, Director of Emergency Management, and Assistant Director of Emergency Management to submit the EMPG application, to act as signatories for EMPG reimbursement claims, performance reports, and other documents as needed to administer the EMPG, and to execute non-substantive project modifications and EMPG amendments that extend the performance timelines of the EMPG.
On March 14, 2025, Cal OES informed OES that the County’s EMPG application was approved in the amount of $504,038 for the performance period of July 1, 2024, through June 30, 2026. The retroactive nature of this EMPG is due to OES not receiving approval from Cal OES to apply for the EMPG until October 28, 2024. Through the EMPG program, these funds will be used to support activities that contribute to the County’s capabilities to prevent, prepare for, mitigate against, respond to, and recover from emergencies and disasters, whether natural or man-made.
