Body
COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES
Pursue County Goals and Objectives by Working with Other Agencies.
FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Rescinding the Agreement will reduce revenue to the Department of Public Works - Solid Waste Management Division (SWMD), as the diseased birds will no longer be disposed of at the County’s Solid Waste Disposal System. The loss of revenue will be minimal. The amount received from Agreement No. 18-403 was $120,221 for the period of June 2018 through June 2020.
BACKGROUND INFORMATION
This amendment will rescind the agreement with the California Department of Food and Agriculture (CDFA) related to the disposal of carcasses of diseased birds and waste materials associated with the virulent Newcastle Disease (vND) at the County’s Mid-Valley and Victorville Sanitary Landfills.
On April 21, 2020, the Board of Supervisors (Board) approved Amendment No. 3 to Agreement No. 18-403 (Item No. 40) to extend the agreement by one year for a total contract period from June 26, 2018 to June 30, 2021, with no change to the landfill disposal rate of $101.08 per ton, in an amount not to exceed $399,900.
On June 30, 2020, SWMD was notified by CDFA that they would not be extending the contract and that the contract would expire on June 30, 2020, as CDFA and the U.S. Department of Agriculture announced the end to the vND emergency in Southern California on June 1, 2020. Therefore, it is necessary that the Board officially rescind Amendment No. 3 of the agreement to create a clear record of the agreement, which has expired June 30, 2020. Although the emergency which required a contract with CDFA ended, any future diseased birds can continue to be disposed of at the County’s landfills.
