RECOMMENDATION(S)
Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District:
1. Declare the following vehicles surplus property that no longer meet the needs of the San Bernardino County Fire Protection District:
a. 2000 KME Type 1 Fire Engine (Equipment No. 18322/Vehicle Identification Number 1K9AF4283YN058185), which is fully depreciated and has an estimated value of approximately $6,700.
b. 2002 Pierce Heavy Rescue Vehicle (Equipment No. 18607/Vehicle Identification Number 4P1CT02U32A002043), which is fully depreciated and has an estimated value of approximately $8,400.
2. Approve agreement with the Dagget Fire Department for the transfer of surplus vehicle (Equipment No. 18322) identified in Recommendation No. 1.a. to Dagget Fire Department, at no cost, with San Bernardino County Fire Protection District receiving indemnity and a full release of liability upon transfer of title.
3. Approve agreement with the City of Fontana, by and through its Police Department, for the transfer of surplus vehicle (Equipment No. 18607) identified in Recommendation No. 1.b. to Fontana Police Department, at no cost, with San Bernardino County Fire Protection District receiving indemnity and a full release of liability upon transfer of title.
4. Authorize the Director of the Fleet Management Department to execute all necessary documentation for transfer of title of the surplus property identified in Recommendation No. 1.

FINANCIAL IMPACT
Approval of the recommended actions will not result in the use of additional Discretionary General Funding (Net County Cost), as there are no costs involved with the transfer of San Bernardino County Fire Protection District (SBCFPD) surplus vehicles to the agencies identified in Recommendation Numbers 2 and 3.
BACKGROUND INFORMATION
The SBCFPD assets identified in this item are fully depreciated, presently out of service, and no longer meet the needs of SBCFPD. Therefore, SBCFPD recommends that these assets be declared surplus property and transferred to the following agencies through approval of no cost agreements:
• Dagget Fire Department (DFD) is a public agency located in the small town of Dagget in the Mojave Desert. DFD provides protection of lives and property throughout the Mojave Desert and areas along Interstate 40 (I-40) and assists SBCFPD in responding to incidents.
On June 14, 2022, DFD formally expressed the desire for SBCFPD’s surplus 2000 KME Type 1 Fire Engine (Equipment No. 18322). The requested surplus item will provide program support to DFD who assist SBCFPD with responses on Interstate 40. Since the vehicle no longer meets the needs of SBCFPD, SBCFPD recommends that this asset be declared surplus and transferred to DFD through a no cost agreement. This transfer will be a benefit to County and SBCFPD residents.
• The City of Fontana (Fontana), by and through the Fontana Police Department (FPD), provides collaborative law enforcement solutions to meet the needs of the community by delivering services to the residents of Fontana. FPD’s Special Weapons and Tactics (SWAT) team uses specialized equipment and tactics when responding to high-risk situations. FPD’s SWAT team is instrumental in preventing criminal activity and providing public safety to the residents of Fontana and surrounding areas of San Bernardino County.
On May 17, 2022, FPD formally expressed its desire for a SBCFPD surplus 2002 Pierce Heavy Rescue Vehicle (Equipment No. 18607) that was placed into reserve after it exceeded its useful life. The surplus property transferred to FPD will be used to assist the SWAT team and to support SBCFPD during high-risk life rescue incidents. This will be a benefit to Fontana and SBCFPD residents.
In exchange for the no cost transfer, SBCFPD will receive indemnity and a full release of liability for these vehicles pursuant to the terms of the recommended agreements. Because the agreements transfer surplus vehicles, the agreements require DFD and FPD, and their insurance carriers, to waive their right of subrogation against SBCFPD. Transfer of title will be coordinated with the Purchasing Department and Fleet Management Department.
