RECOMMENDATION(S)

Recommendation

Approve contracts with the following organizations for the term of November 5, 2025, through April 30, 2026:

1.                     California Inland Empire Council, Inc., Boy Scouts of America, for sporting equipment, in an amount not to exceed $1,923.

2.                     We Can Fish, Inc., for a fishing event, in an amount not to exceed $1,200.

FINANCIAL IMPACT

Approval of this item will not require the use of Discretionary General Funding (Net County Cost). The total amount of $3,123 is funded by the Fish and Game Propagation Fund, which is a portion of the revenue collected by the California Department of Fish and Wildlife from fish and game violations. Adequate appropriation and revenue are included in the Regional Parks Department’s (Department) 2025-26 budget.

 

BACKGROUND INFORMATION

The California Inland Empire Council, Inc., Boy Scouts of America (CIEW), is an organization aimed at providing scout activities, camps, and life skills for youth. CIEW’s purpose is to help youth develop academic skills, self-confidence, ethics, leadership skills, and citizenship skills that influence their adult lives.

 

We Can Fish Inc. is an organization that focuses on creating opportunities for children with developmental/intellectual disabilities to experience the joy of fishing.

 

California Fish and Game Code sections 13103-13104, allows for expenditure of Fish and Game Propagation Fund monies to support Fish and Wildlife awareness and education. Per the amended Bylaws of the County Fish and Game Commission (Commission), approved by the Board of Supervisors (Board) on November 18, 2014 (Item No. 70), the expenditure of Fish and Game Propagation Fund monies must be approved by the Board based upon recommendation by the Commission.

 

The Commission was established by County Ordinance in 1953 and is an advisory body that makes recommendations to the Board on matters concerning the propagation and protection of fish and wildlife in the county. The Commission receives funding through fine revenue and donations and uses a portion of this funding to support local programs in the community that provide fish and wildlife awareness or education. Each year, the Commission receives applications and votes to award funding to applicants who meet the mission of the Commission.

 

The Commission received applications for project funds from CIEW and We Can Fish, Inc., detailing the programs and requesting project funds.  At the May 20, 2025, Commission meeting, each organization presented its proposal to the Commission detailing its application plan. The Commission found that each proposal met the California Fish and Game Code requirements and unanimously approved a recommendation to utilize $1,923 from the Fish and Game Propagation Fund for CIEW’s purchase of sports equipment for day camps and $1,200 to We Can Fish, Inc. for a fishing event. Contributing funding to these projects aligns with the County and Chief Executive Officer’s goals and objectives by allowing the Department to collaborate directly with the Commission and CIEW.

 

Applications were received by the Fish and Game Commission for review and evaluation. Once the projects were selected, the information was provided to the Department for recommendation to the Board for approval.
