Recommendation

Approve non-financial Memorandum of Agreement with Riverside County Department of Public Social Services for reciprocal investigation of child abuse and neglect referrals associated with each county’s designated emergency transitional shelter facilities, effective upon execution through June 30, 2027, with two one-year extension options.

This item does not require additional Discretionary General Funding (Net County Cost) as the Memorandum of Agreement (MOA) is non- financial in nature.

 

BACKGROUND INFORMATION

On September 30, 2025, San Bernardino County Children and Family Services and Riverside County’s Department of Public Social Services agreed to move forward with an MOA to establish a reciprocal arrangement for investigating child abuse and neglect referrals that occur within each county’s emergency transitional shelter facilities, ensuring that neither organization investigates allegations involving its own facilities.

 

This MOA formalizes collaborative efforts that have been ongoing between the counties, ensuring a consistent and timely process for conducting investigations. The MOA outlines shared responsibilities, including assigning staff liaisons, exchanging referral information, and initiating investigations within 24 hours of receiving a report.

 

The partnership is designed to improve communication, streamline procedures, and enhance the protection of vulnerable youth placed in temporary shelter care. By working together, both counties aim to ensure that children in crisis receive prompt attention and appropriate services.

 

Approval of this item formalizes an MOA to reinforce both counties’ commitment to regional collaboration and the safety and well-being of children in emergency shelter settings.
