Recommendation
Approve Contract with Dokken Engineering, Inc., to provide professional engineering and environmental services for the replacement of three bridges on National Trails Highway, in the Amboy area, in the amount not-to-exceed $864,385.94 for the period of November 5, 2024, to November 4, 2029, or until completion of the last assigned task issued within the 5-year period, whichever occurs last, with the option to be extended for two additional one-year periods by mutual agreement of the parties.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The costs for the design phase of the replacement of three bridges on National Trails Highway in the Amboy area (Project) will be funded with an allocation from the Local Partnership Program (LPP), which is administered by the San Bernardino County Transportation Authority (SBCTA). Pursuant to the LPP guidelines, a 50% local match is required, which will be funded by the Department of Public Works’ (Department) existing Discretionary General Fund allocation for the National Trails Highway (NTH) bridges. Sufficient revenue and appropriation are included in the Department’s 2024-25 Road Operations budget (6650002000 H15281) and will be included in future recommended budgets as necessary.
BACKGROUND INFORMATION
The Project involves replacing three timber bridges: Amboy Ditch, Saltworks Ditch, and Mound Ditch, on NTH, formerly Route 66, with two-lane concrete bridges that meet the American Association of State Highway and Transportation Officials standards or equivalent. The project also includes guardrails (with end treatments and approaches/departures) and other necessary structures.
This two-lane road is historically significant and plays an important role in local traffic. The stretch of NTH between Ludlow and Mountain Springs Road is eligible for the National Register of Historic Places and the California Register of Historical Resources, though not all bridges within this segment are considered contributing features. The new bridges will be designed to handle legal load limits and withstand a 100-year storm event. This project has been identified as the highest regional priority in the North Desert Subarea by representatives from the City of Barstow, the County, and SBCTA.
Under the proposed Contract, Dokken Engineering, Inc. (Dokken) will provide the following professional engineering and environmental services for the Project:
1. Project Approval and Environmental Document, which includes the following:
• Project Personnel
• Project Management
• Preliminary Design
• Pavement Design
• Right-of-Way
• Hydrology/Hydraulics
• Geological/Geotechnical Investigations and Report
• Utilities
• Environmental Compliance Documents and Reports
• Cultural Resource Compliance
• Survey
• Railroad Coordination
2. Plans, Specifications and Estimate (PS&E), which include the following:
• Civil Engineering Plans and Specifications
• Bridge Plans and Specifications
• Cost Estimate
• Draft Storm Water Pollution Prevention Plan
• Permits
• Regulatory Permitting
• Submittal Requirements
3. Construction, which includes the following:
• Advertising/Bidding Support
• Construction Support (Optional Task)
• Construction Survey (Optional Task)
The Contract also includes two additional one-year extension options due to the broad scope of services, which covers environmental work, design, PS&E development, and construction support through the Project's completion. The extension options ensure flexibility, should the timeline for the various phases of the Project exceed five years, allowing professional engineering services to remain available across all project phases as needed, including design, environmental review, PS&E, and construction support.
The Project will meet the County and the Chief Executive Officer’s goals and objectives of ensuring the development of a well-planned, balanced and sustainable county and providing for the safety, health and social service needs of county residents by replacing those bridges in need of structural improvements.
PROCUREMENT
On September 10, 2024, the Department released a Request for Proposal (RFP) No. PWG125-TRANS-5578, Professional Engineering and Environmental Services for Replacement of Three Bridges on National Trails Highway at Various Locations through the County’s Electronic Procurement System (ePro). The RFP was sent to 398 vendors who were registered in ePro. On September 26, 2024, two proposals were received.

A selection committee comprised of three representatives from the Department reviewed the proposals. The selection committee evaluated and compiled scores from the proposals, in accordance with the criteria set forth in the RFP, and then awarded the most qualified. The selection committee determined that Dokken was the most qualified consultant, based on its understanding of the work to be done, experience with similar types of work, familiarity with state and federal procedures, demonstrated technical ability and understanding of the County’s needs, and immediate availability of staff. Staff from the Department’s Transportation Design Division and Dokken’s representatives subsequently agreed to the amount of $864,385.94, including the optional tasks of Construction Support and Construction Survey. No appeals or letters of protest were received.
Upon approval by the California Department of Transportation (Caltrans) and the issuance of an authorization to proceed with construction, the Department may award the optional tasks to Dokken.
