RECOMMENDATION(S)
Recommendation
1. Approve the PSD Barstow Shade Structure Project (WBSE 10.10.1116), in the amount of $40,257, to install a shade structure at 1112 W. Main Street, Barstow, CA, occupied by the Preschool Services Department.
2. Approve the PSD Cucamonga HVAC Project (WBSE 10.10.1117), in the amount of $24,465, to install two HVAC units at 9324 San Bernardino Road, Rancho Cucamonga, CA, occupied by the Preschool Services Department.
3. Approve the PSD Ontario Maple Concrete Project (WBSE 10.10.1118), in the amount of $140,679, to remove and replace concrete at 555 W. Maple Street, Ontario, CA, occupied by the Preschool Services Department.
4. Approve the PSD Ontario Maple Fence Project (WBSE 10.10.1119), in the amount of $16,836, to install a playground fence at 555 W. Maple Street, Ontario, CA, occupied by the Preschool Services Department.
5. Approve the PSD Ontario Maple Paint Project (WBSE 10.10.1120), in the amount of $78,719, to paint the site at 555 W. Maple Street, Ontario, CA, occupied by the Preschool Services Department.
6. Approve the PSD Yucca Valley Shade Structure Project (WBSE 10.10.1121), in the amount of $48,510, to install a shade structure at 56389 Pima Trail, Yucca Valley, CA, occupied by the Preschool Services Department.
7. Approve appropriation and revenue adjustments to fund the Capital Improvement Program projects and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact Section. (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Real Estate Services Department (RESD) will manage the Capital Improvement Program (CIP) projects for the Preschool Services Department (PSD) in the total amount of $349,466, funded by the United States Department of Health and Human Services, Administration for Children and Families (ACF) grant. Sufficient appropriation is included in PSD’s 2020-21 budget to fund the CIP projects. This item will allow the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the 2020-21 CIP budget:

BACKGROUND INFORMATION
PSD operates the Head Start Program, Early Head Start Program, and State Preschool Program in San Bernardino County. The programs provide education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 0 to 5 with the overall goal of increasing the school readiness of young children in economically disadvantaged families. COVID-19 and school closures do not affect the service provided to the children. The children have transitioned to distance learning. Throughout the pandemic, Head Start, Early Head Start, and Early Head Start-Child Care Partnership Programs teaching staff have continued their services to the children through virtual learning/engagement.
PSD receives funding from ACF for the operation for the Head Start, Early Head Start, and State Preschool Programs. In July 2020, PSD received an amended grant award from ACF (approved by the Board of Supervisors on August 25, 2020, Item No. 34) that included one-time Low Cost Extension funds to be expended by June 30, 2021 and provided funding for CIP projects. The CIP projects listed in the Recommendations are for improvements at County-owned buildings that will help in maintaining safe environments for all children, families, and staff at the site, and comply with applicable state licensing and Head Start Program Performance Standards.
PSD is requesting approval of the CIP projects at this time in order to allow sufficient time for procurement of equipment and construction services to meet the strict deadlines. No additional extensions will be granted and any unexpended funds must be returned to ACF.
RESD has been working with PSD and provided the estimates for the CIP projects in the Recommendations. PSD will continue to utilize RESD’s services to provide project management and to ensure projects are completed within the federal funding timelines.
