BACKGROUND INFORMATION
On August 9, 2022 (Item No. 62), the Board of Supervisors (Board) adopted Ordinance No. 4442 to place an advisory measure on the ballot asking if the citizens of the county want the Board to study all options to obtain the County’s fair share of state resources, up to and including secession from the State of California.
In the November 2022 General Election, County voters approved the fair share initiative advisory Measure EE, requesting the elected representatives of the County study and advocate for all methods to receive an equitable share of state resources.
On August 22, 2023 (Item No. 30), the Board approved Contract No. 23-921 with Blue Sky Consulting Group, LLC (Blue Sky) for consulting services to provide a comprehensive study on all options to obtain the County’s fair share of state and federal resources, in the amount of $192,400, for the period of August 22, 2023 through August 21, 2024.
Blue Sky has concluded their study, which includes an analysis detailing the revenue the County receives from intergovernmental transfers. Blue Sky also prepared a report on secession, which examines the necessary criteria for regions considering secession from a state and assesses the potential financial impacts.
