RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 to Contract No. 4400014409 with Tait Environmental Services for unforeseen repairs for underground storage tanks, extending the term for an additional six months, for a total contract period of November 18, 2019 through May 17, 2025, with no change to the contract amount of $500,000.

2.                     Approve Amendment No. 1 to Contract No. 4400014408 with Tait Environmental Services for preventative maintenance for underground storage tanks, extending the term for an additional six months, for a total contract period of November 18, 2019 through May 17, 2025, with no change to the contract amount of $300,000.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $800,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2024-25 budget.

 

BACKGROUND INFORMATION

This Amendment will allow Tait Environmental Services (Tait) to continue to provide unforeseen repairs and preventative maintenance to the underground storage tanks, used to store fuel and waste, at ARMC to ensure the tanks and monitoring equipment are in compliance and functioning properly.

 

On August 19, 2019, Request for Proposal (RFP) No.19-05 for Underground Storage Tank Unforeseen Repair Services was released through the County’s Electronic Procurement (ePro) network. The intent of the RFP was to procure for a vendor to provide maintenance to ARMC’s underground storage tanks. No proposals were received in response to the RFP. Purchasing allowed ARMC to enter into direct negotiations with Tait.

 

On November 18, 2019, the Purchasing Department approved Contract No. 4400014409 with Tait in the amount of $500,000 for unforeseen repairs on the underground storage tanks at ARMC for the term of November 18, 2019, through November 17, 2024.  On that same date, Purchasing also approved Contract No. 4400014408 with Tait in the amount of $300,000 for preventative maintenance on the underground storage tanks for the term of November 18, 2019, through November 17, 2024.

 

On September 16, 2024, a Request for Proposal (RFP) for Underground Storage Tank Maintenance and Repair was released through ePro. The intent of the RFP was to procure a vendor to provide maintenance and repair to ARMC’s underground storage tanks before the expiration of the current contract; however, no proposals were received. ARMC is requesting an additional six months to allow time to complete the RFP process.

 

ARMC recommends the approval of the Amendments to provide for the safety, health and social services needs of county residents by ensuring the underground storage tanks at ARMC are continuously functioning correctly for County healthcare needs.
