RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 1 to Employment Contract No. 19-590 with Christopher Bailey, Program Specialist I, to provide administrative support under the Drug Medi-Cal Organized Delivery System, increasing the rate of pay for an estimated annual cost of $107,919 ($66,159 - Salary, $41,760 - Benefits), updating contract language, and extending the contract an additional year, for the total contract period of August 31, 2019 through June 30, 2023.
2. Authorize the Assistant Executive Officer of Department Operations, Deputy Executive Officer of Human Services, or Director of the Department of Behavioral Health to execute amendments to the contract to extend the contract term for a maximum of one successive one-year period, on behalf of the County, subject to review by County Counsel.
3. Direct the Assistant Executive Officer of Department Operations, Deputy Executive Officer of Human Services, or Director of the Department of Behavioral Health to transmit all amendments in relation to this contract to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The estimated annual cost of $107,919 will be funded by the Drug Medi-Cal Organized Delivery System and 2011 Realignment. This position is filled by a contract employee as funding for this position is time limited. Adequate appropriation and revenue will be included in the Department of Behavioral Health’s (DBH) 2022-23 recommended budget.
BACKGROUND INFORMATION
DBH’s expanded services, through Drug Medi-Cal Organized Delivery System Waiver (DMC-ODS), has increased duties and activities under Employment Contract No. 19-590, which requires consistent monitoring to ensure accessibility of services are adequate to meet the needs of the County. The Program Specialist I (PS I) contract position assists DBH in meeting the contractual agreement requirements between the County and the State regarding quality improvement and data collection. The recommended amendment will increase the rate of pay to accommodate additional responsibilities and duties performed by the PS I position and extend the employment contract through June 30, 2023. The employment contract may be terminated by either party without cause upon 14 days written notice. In addition, authorization is requested for the Assistant Executive Officer of Department Operations, Deputy Executive Officer of Human Services, or DBH Director to execute an amendment to extend the contract term for a maximum of one successive one-year period.
PROCUREMENT
On August 20, 2019 (Item No. 20), as result of an open recruitment, the Board of Supervisors approved an employment contract with Christopher Bailey, as a PS I, for an estimated annual cost of $75,817 ($53,019 Salary, $22,798 Benefits), for the period of August 31, 2019 through June 30, 2022. This item authorized the Assistant Executive Officer of Department Operations, Deputy Executive Officer of Human Services, or DBH Director to execute an amendment to extend the contract term for a maximum of two successive one-year periods.
Mr. Bailey continues to be recommended for the PS I contract position as he has the experience working with target populations, project management experience, and comprehensive knowledge of computer system applications.
