Recommendation
Approve and authorize the submission of a grant application to the California Department of Education, Nutrition Services Division, in the amount of $2,310,754 for continued participation in the Child and Adult Care Food Program, for the period of October 1, 2020 through September 30, 2021.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The application in the amount of $2,310,754 for the Child and Adult Care Food Program (CACFP) is funded by the California Department of Education, Nutrition Services Division (State) and does not require a match.
BACKGROUND INFORMATION
The State requires Preschool Services Department (PSD) to submit an annual renewal grant application for continued CACFP participation, which provides funding for serving healthy meals and snacks to children enrolled in PSD’s Head Start, Early Head Start, and State Preschool programs. The Board of Supervisors’ approved CACFP grant application must be submitted to the State by August 31, 2020.
PSD has received CACFP funding since 1965 and will use this funding to provide 981,856 meals and snacks to an estimated 3,500 Head Start, Early Head Start, and State Preschool eligible children countywide at an approximate cost of $2.12 per meal. The meal costs exceed the reimbursement amount from the CACFP grant and are subsidized through other grant funding from Head Start and Early Head Start.
PSD operates the Head Start, Early Head Start, and State Preschool programs and serves more than 3,500 children in 29 locations through direct services throughout San Bernardino County. The programs provide education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 0 to 5 with the overall goal of increasing the school readiness of young children in economically disadvantaged families. As mandated by the Head Start Performance Standards, PSD is required to provide breakfast, lunch, and snacks to an estimated 3,500 Head Start, Early Head Start and State Preschool eligible children countywide.
