Recommendation
Acting as the governing body of the San Bernardino County Flood Control District, approve Amendment No. 2 to Common Use Agreement No. 16-257 with the City of Ontario to include additional portions of Cucamonga Channel in the recreational multi-use community trails system.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Development, operation, and maintenance of the trails will be financed solely by the City of Ontario (City). Although the San Bernardino County Flood Control District (District) will not receive a fee from the City under the proposed amendment, the District will benefit from improved access roads and reduced maintenance costs in the area of common use.
BACKGROUND INFORMATION
On May 24, 2016, (Item No. 190) the Board of Supervisors (Board) approved Common Use Agreement (CUA) No. 16-257 between the District and the City under which City may use portions of the District’s right-of-way in the County Line Channel and Cucamonga Channel for the placement of recreational multi-use community trails.
Amending the existing CUA will allow the City to add an approximately 0.25 mile segment to the City’s multi-use trail system along the east side of the District’s Cucamonga Channel, from Merrill Avenue, approximately 0.25 miles southerly along the channel. This segment will connect with an existing trail segment along the Cucamonga Channel facility, north of Merrill Avenue.
Accommodating the trail within the District’s right-of-way will support the County and Chief Executive Officer’s goals to ensure development of a well-planned, balanced and sustainable County, as well as to pursue County goals and objectives by working with other agencies.
The District is agreeable to the City’s recent request to further amend the existing CUA to add portions of the District’s Cucamonga Channel to the trail system as the District will benefit from improved access roads and reduced maintenance costs in the area of common use. Development, operation, and maintenance of the City’s trail system will be at the City’s sole expense.
