RECOMMENDATION(S)
Recommendation
1. Approve plans and specifications for the Guardrail Replacement at Various Locations on Cajon Boulevard Project in the Devore Area, as signed and sealed by a registered engineer.
2. Authorize the Director of Public Works to advertise the Guardrail Replacement at Various Locations on Cajon Boulevard Project in the Devore Area for formal bids.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Guardrail Replacement at Various Locations on Cajon Boulevard Project in the Devore Area (Project) will be funded with the Measure I Local Streets Program - San Bernardino Valley Subarea funds. Sufficient appropriation and revenue are included in the Department of Public Works (Department) 2024-25 Measure I Local Streets Program - San Bernardino Valley Subarea budget (6650002142 17TX1799).
BACKGROUND INFORMATION
The Project consists of replacing guardrails, asphalt concrete dikes and other minor incidental improvements as needed at various locations on Cajon Boulevard. This Project was prioritized by the San Bernardino County Board of Supervisors (Board) as part of the Measure “I” Local Street Pass-Through Funds Five-Year Capital Improvement Project List for 2023-24 through 2027-28 on August 8, 2023 (Item No. 47).
On February 6, 2024 (Item 40), the Board determined the Project is exempt under the California Environmental Quality Act, approved the Project as defined in the Notice of Exemption, and directed the Clerk of Board of Supervisors to file and post said notice.
The Project aligns with the County and the Chief Executive Officer’s goals and objectives to ensure the development of a well-planned, balanced, and sustainable County and to provide for the safety of County residents.
The Project includes an allowance in the amount of $75,000 for differing site conditions associated with utility conflicts and/or subgrade stabilization.
PROCUREMENT
The Project will be advertised to invite formal bids in accordance with Section 22037 of the California Public Contract Code. The Department anticipates returning to the Board for an award of the construction contract in Fall 2024.
