Recommendation
Approve Amendment No. 2 to Supply Agreement No. 22-689 with Haemonetics, Corporation for reagents, supplies, and preventative maintenance services, increasing the not to exceed contract amount by $146,763, from $522,134 to $668,897, and extending the term of the Agreement by 12 months for a total contract period of July 12, 2022 through July 31, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $146,763 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2024-25 budget and have been included in the 2025-26 recommended budget.
BACKGROUND INFORMATION
Approval of Amendment No. 2 (Amendment) to Agreement No. 22-689 (Agreement) with Haemonetics Corporation (Haemonetics) will allow ARMC to continue to purchase reagents, supplies, and receive service on two analyzers. The total increase in the agreement amount is based on the anticipated need for an additional 12 months.
Reagents are substances or mixtures that are used in the ARMC Laboratory for chemical analysis. Haemonetics will provide continuous reagents, supplies, and service for related analyzers needed to conduct testing for Trauma and Cardiac patients. The reagents and supplies are used for tests that will help healthcare providers decide which blood products to use in blood transfusions.
On July 12, 2022 (Item No. 11), as the result of a non-competitive procurement, the Board of Supervisors (Board) approved Agreement No. 22-689 with Haemonetics for reagents, supplies, and preventative maintenance services for two TEG 6s Analyzers, for a not to exceed contract amount of $392,134, for a total contract period of July 12, 2022, through July 30, 2025.
On July 23, 2024 (Item No. 8), the Board approved Amendment No. 1 to Agreement No. 22-689 with Haemonetics to increase the not to exceed contract amount by $130,000, from $392,134 to $522,134, with no change to the contract period of July 12, 2022 through July 30, 2025.
ARMC recommends approval of the Amendment to continue to provide for the health and safety of County residents by ensuring the hospital has access to necessary supplies and reagents for patient testing.
