RECOMMENDATION(S)
Recommendation
1. Approve the following contracts to provide body transport services to the Sheriff/Coroner/Public Administrator, for the period of May 1, 2026 through April 30, 2029, in an aggregate amount of $2,000,000 per year, for a total amount not to exceed $6,000,000, with the option for two one-year extensions, or one two-year extension to the original term:
a. 92Mike Transport, LLC, at a variable rate of $330-$750 per transport, based on service zone and distance traveled.
b. MedCab, dba All In One Logistics Care, at a variable rate of $380-$1,025 per transport, based upon service zone and distance traveled.
c. Wiefels & Son II, Inc., at a variable rate of $200-$1,010 per transport, based upon service zone and distance traveled.
2. Authorize the Sheriff/Coroner/Public Administrator or Undersheriff to execute change orders to the contracts in Recommendation No. 1, as needed, subject to review by County Counsel, so long as the total aggregate amount of such change orders do not exceed $900,000, or 15% of the total contract amount, and the change orders do not amend the contract terms.
3. Direct the Sheriff/Coroner/Public Administrator or Undersheriff to transmit all change orders to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The cost of $2,000,000 for the first year of body transport services is included in the Sheriff/Coroner/Public Administrator’s (Department) 2025-2026 budget (4430001000) and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Department’s Coroner Division (Coroner) is responsible for investigating nearly all of the deaths that occur within the County. This includes determining the cause of death and clarifying all circumstances surrounding or pertaining to the manner of death of a decedent. In accordance with Government Code section 27491.2, the Coroner may order the removal of a body from a death scene for further investigation. The Department currently encounters approximately 2,700 decedents per year requiring transport.
Approval of Recommendation No. 1 will authorize three contracts for body transport services for the period of May 1, 2026 through April 30, 2029, with the option to extend the contracts by two additional one-year periods or one additional two-year period.
Approval of Recommendation No. 2 will allow the Sheriff/Coroner/Public Administrator or Undersheriff to address changes in body transport service needs for higher than anticipated service calls. Any such change order(s) shall not exceed an aggregate total of $900,000, or 15% of the total contract amount of $6,000,000, or amend the contract terms.
PROCUREMENT
On December 30, 2025, Request for Proposals (RFP) SHR126-ADMSR-6130 was approved and released through San Bernardino County’s Electronic Procurement Network (ePro) for the provision of body transport services. Three proposals were received, all three vendors listed below met the minimum qualifications of the RFP, and their proposals were presented to an evaluation committee:

The evaluation committee consisted of representatives from the Coroner and the Bureau of Administration. The evaluation performed was based upon the Proposers’ qualifications, financial statements, professional references, and proposed fees. The committee recommended 92Mike, All In One, and Wiefels for contract award, as having demonstrated the ability to meet the needs of the County and provide sufficient service coverage throughout the region, including rural and outlying communities. No protests or appeals were received. Either party to each contract may terminate the contract upon 30-days’ advanced written notice.
County Policy No. 11-04 requires the Board of Supervisors’ approval for all contracts for services that exceed $200,000 in aggregate cost per scope of service, per vendor, per department.
