RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of San Bernardino County, approve agreement with the San Bernardino County Fire Protection District for fire and life safety inspection services for all San Bernardino County and Board-Governed Special District buildings, where San Bernardino County will reimburse San Bernardino County Fire Protection District for actual costs incurred by San Bernardino County Fire Protection District, for the period of July 1, 2024, through June 30, 2029.

FINANCIAL IMPACT

Approval of this item will not require the use of Discretionary General Funding (Net County Cost). The San Bernardino County Fire Protection District (SBCFPD) will be reimbursed by the San Bernardino County Risk Management Department (Risk Management) for actual expenses related to this program. For 2024-25, estimated year one costs are $752,589, which includes approximately $470,823 in staffing expenses, $190,950 in one-time expenses, and $90,816 in other operating costs. Risk Management’s costs will be funded from the property self-insurance funds (4080 and 4088) and will be recovered through Board of Supervisors approved rates charged to County departments and Board-Governed Special Districts. Sufficient appropriation and revenue for this agreement is included in SBCFPD’s 2024-25 budget and will be included in future recommended budgets. For 2024-25, Risk Management will fund the first years’ cost of this agreement using available unrestricted net position from the property self-insurance funds until these costs are incorporated into rates starting in 2025-26. BACKGROUND INFORMATION

SBCFPD provides fire and life safety inspection services to businesses and residents of San Bernardino County.  Risk Management requires fire and life safety inspection services for all County and Board-Governed Special District buildings within the County and desires such services be provided by SBCFPD.  Specifically, Risk Management has requested, and SBCFPD has agreed to provide, three Fire Prevention Officers (FPOs) to conduct annual inspections of all County and Board-Governed Special District buildings.  In return, Risk Management shall reimburse SBCFPD for the cost of the positions, including any incidental or training expenses, services and supplies, vehicles, and equipment.  The FPOs will remain SBCFPD employees under the direction/supervision of SBCFPD, attending meetings and participating in training for SBCFPD.

 

Either party may terminate the agreement, without cause, by providing the other party 90 days’ written notice.
