Recommendation

Approve Agreement with Arrowhead Neurosurgical Medical Group, Inc. to provide the services of a Program Director and Assistant Program Director for Arrowhead Regional Medical Center’s Neurosurgery Residency Training Program, in the not-to-exceed amount of $911,613, effective July 1, 2023 through June 30, 2026.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $911,613 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2023-24 recommended budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The recommended Agreement will allow ARMC to retain the services of Javed Siddiqi, M.D. (Dr. Siddiqi) as the Program Director, and a neurosurgeon as the Associate Program Director from the Arrowhead Neurosurgical Medical Group, Inc. for ARMC’s Neurosurgical Residency Training Program (Program).

 

The Desert Regional Medical Hospital, Inc. dba Desert Regional Medical Center (DRMC) neurosurgical residency program will close at the end of the 2022-23 academic year. On April 11, 2023 (Item No. 13), the Board of Supervisors (Board) approved Agreement No. 23-275 with DRMC to accept the neurosurgery residents being displaced by the closure of DRMC’s neurosurgical residency program, effective for the three-year agreement period of April 11, 2023 through June 30, 2026.  Dr. Siddiqi currently serves as the Program Director of the DRMC neurosurgical residency program.  Accepting the displaced neurosurgery resident physicians will benefit ARMC and County residents by providing increased physician services within this specialty, as well as increasing the future pool of healthcare providers.

 

Transfer of DRMC’s neurosurgical residency program to ARMC has been approved by the American Osteopathic Association, American College of Osteopathic Surgery, and OPT-West accrediting and approval boards beginning at the 2023-24 academic year.  This approval also requires that ARMC retain the services of Dr. Siddiqi as the Program Director and secure the services of another neurosurgeon as the Associate Program Director for the Neurosurgery Residency Training Program. 

 

Dr. Siddiqi has served as the Program Director at DRMC since 1999. During this time, he also served and continues to serve as a neurosurgeon at ARMC.  Under the recommended Agreement, Dr. Siddiqi will retain his position as the Program Director, which is required by the residency program’s accrediting body, and oversee all of the neurosurgery residents that will be transferred to ARMC.

 

ARMC recommends approval of this Agreement with Arrowhead Neurosurgical Medical Group, Inc. to ensure that ARMC has the supervision required of the Program by its accrediting agencies. 

 

PROCUREMENT

The Purchasing Department recognizes the specialized credentials and supports the non-competitive procurement for these services, which will allow Dr. Siddiqi to provide continuity in training to these future healthcare providers. The Program’s accrediting body mandates that Dr. Siddiqi serve as the Program Director based on his expertise and history with the DRMC neurosurgical residency program.
