RECOMMENDATION(S)

Recommendation

Authorize the Auditor-Controller/Treasurer/Tax Collector to post necessary budget adjustments to the Community Development and Housing Agency 2020-21 budgets as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of any Discretionary General Funding (Net County Costs). Federal block grant funding has been made available through the passage of the Coronavirus AID, Relief and Economic Security (CARES) Act, which was approved and authorized by the Board of Supervisors on May 19, 2020 (Item No. 109) to be allocated to San Bernardino County (County) to address the Coronavirus pandemic (COVID-19).  The U.S. Department of Housing and Urban Development (HUD) has awarded the County a total of $6,560,515 in 2019-20, $4,368,305 in Community Development Block Grant - Coronavirus (CDBG-CV) and $2,192,210 in Emergency Solutions Grant - Coronavirus (ESG-CV), to fund a variety of activities to respond to COVID-19.  However, to continue the approved programs in 2020-21, the Department of Community Development and Housing (department) requires budget authority in the department’s 2020-21 budget.  Approval of this item authorizes the Auditor-Controller/Treasurer/Tax Collector to post the following budget adjustments necessary to authorize expenditures, as detailed below:

BACKGROUND INFORMATION

Federal block grant funding is made available through the passage of the CARES Act and has been allocated to San Bernardino County to address the COVID-19 pandemic.  HUD has awarded the County a total of $6,560,515, $4,368,305 in CDBG-CV and $2,192,210 in ESG-CV, to fund a variety of activities that will respond to effects of COVID-19.  A variety of business assistance, food distribution, homeless prevention, street outreach and building improvements activities are proposed to address the impacts throughout the County.  The County will use $6,560,515 in CARES block grant funding to support activities that will respond to COVID-19.  The action to be considered will allow budget appropriation authority to be established in 2020-21 to continue to use these funds.

 

The County is considered an Urban County under the HUD Community Planning and Development (CPD) Program which qualifies the County to manage the use of all federal community and economic development and housing funding sources (including CDBG-CV and ESG-CV funds).  The areas served by the proposed use of CDBG-CV and ESG-CV funds will include the unincorporated areas of the County and the 13 cooperating cities.  These cities are Adelanto, Barstow, Big Bear Lake, Colton, Grand Terrace, Highland, Loma Linda, Montclair, Needles, Redlands, Twentynine Palms, Yucaipa and the Town of Yucca Valley.  For the purpose of these grant funds, this area is referred to as the "County Consortium".

 

All CDBG-CV and ESG-CV funds must be used to address the prevention and respond to the spread of infectious diseases.
