Recommendation

Approve Amendment No. 1, effective March 1, 2022, to non-financial student internship Agreement No. 20-878 with University of Medicine and Health Sciences - St. Kitts for training and field experience of student interns with the Department of Behavioral Health, to add additional language allowing third-year medical students’ participation in the student internship program, with no change to the agreement period of September 15, 2020 through June 30, 2024.

FINANCIAL IMPACT

The amendment to the student internship program agreement is non-financial; therefore, this item does not impact Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

The non-financial student internship Agreement No. 20-878 with the University of Medicine and Health Sciences - St. Kitts (UMHS) currently allows training and field experience for fourth-year medical students into core and/or elective Psychiatry clinical rotations that meet university program requirements with the Department of Behavioral Health (DBH). Upon approval of the recommended amendment, DBH will allow third-year medical students’ participation in the student internship program. Through the student internship program, DBH provides learning experiences that will help students receive the skills they need to prosper in the 21st century economy, which aligns with the San Bernardino Countywide Vision2Succeed initiative.

 

DBH employs qualified professionals in a variety of areas including Medicine, Nursing, Psychology, Marriage and Family Therapy, and Social Work. DBH can provide the needed tutelage and guidance to student interns participating in a variety of behavioral health related educational programs. Reciprocally, the use of interns as a part of the County’s workforce is a valuable means of maximizing available public resources.

 

Since 2008, DBH has operated a successful unpaid internship program through agreements with schools/other institutions that establish the terms and conditions under which DBH will accept students into the internship program. Agreements with schools/other institutions enable students to earn required internship hours while working under the supervision of DBH staff.

 

On September 15, 2020 (Item No. 19), the Board of Supervisors approved Agreement No. 20-878 with University of Medicine and Health Sciences (UMHS) - St. Kitts for training and field experience allowing fourth-year students access to DBH facilities and programs to complete core and/or elective Psychiatry clinical rotations, for the period of September 15, 2020 through June 30, 2024.
