Recommendation

Approve Amendment No. 1 to Grant Agreement No. 22-1174 (State Subaward No. C22L0613) with the State of California, Department of Parks and Recreation - Division of Boating and Waterways, to extend the performance period by one year, from March 31, 2024 through March 31, 2025, with no change in the award amount of $150,000, for the purchase of a patrol boat and transport trailer.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The amendment will extend the original performance period by one year, from March 1, 2024 through March 31, 2025, with no change to the grant award amount of $150,000 for the reimbursement of the purchase of a patrol boat and transport trailer. Sufficient appropriation will be included in the Sheriff/Coroner/Public Administrator’s (Department) 2024-2025 recommended budget. 

 

BACKGROUND INFORMATION

The State of California, Department of Parks and Recreation Division of Boating and Waterways (DBW) provides funding from the Federal Recreational Boating Safety Grant to local law enforcement agencies through its Boating Safety and Enforcement Equipment Grant Program to finance the total or partial purchase of boats and equipment for use in boating law enforcement activities.

 

The San Bernardino County Sheriff’s Department - Marine Enforcement Unit at the Colorado River Station is responsible for patrolling one of the busiest recreation waterways in the nation. The Colorado River waterway, including Lake Havasu, has approximately 17 million visitors per year on 90 miles of waterway within the County’s jurisdiction. The Department operates and maintains the necessary equipment and personnel at the Colorado River to provide enforcement of boating regulations, assistance to boaters in distress, and to conduct search, rescue and recovery operations. The Department coordinates with Mohave County (Arizona) and La Paz County (Arizona) Sheriff Departments to provide regular marine patrols and periodic task forces to enforce boating under the influence statutes.

 

On April 28, 2022, the Chief Executive Officer authorized the submission of a grant application to DBW, in the amount of $159,000, for the purchase of a boat and trailer. On September 27, 2022, the Department received notification that the County’s application was subsequently accepted and grant funds in the amount of up to $150,000 were allocated by the DBW. New patrol boats are purpose built, and must meet commercial and governmental grade specifications, to withstand the rigors of patrol deployments, causing the cost to be higher than that of consumer or recreational type boats. With larger and faster private boats on the waterways, and fatalities at an all-time high, the Department needs boats capable of efficiently operating in rough water conditions, high speeds, and have the ability to deploy rescue divers during lifesaving operations.

 

On December 6, 2022 (Item No. 55), the Board of Supervisors approved Grant Agreement No. 22-1174 (State Subaward No. C22L0613) for the purchase of a patrol boat and transport trailer, to be delivered no later than March 31, 2024. 

 

On December 22, 2023, the Department received an approval notification from DBW of a no-cost extension to the grant period due to significant delays in manufacturing attributable to the COVID-19 crisis. Approval of this item will extend the performance period deadline to March 31, 2025.
